Canada’s federal government recently committed $1 billion to drive low-carbon innovation in communities across Canada. The funding will be managed and distributed by the Green Municipal Fund (GMF), an incredibly successful sustainability program run here at FCM, the national voice for Canada’s local governments. Needless to say, there’s plenty of exciting work happening on the GMF team, and it’s growing quickly.

 

Since 2000, we’ve used a major federal endowment to help municipalities across Canada get over 1,250 GMF-funded projects off the ground. These practical environmental solutions resulted in cleaner air, clean drinking water, more efficient energy systems, reclaimed toxic sites and more. So far, these projects have kept 2.5 million tonnes of GHG emissions out of our atmosphere.

Major Purpose:

Reporting to the Senior Manager of Funding Services, the Manager, Funding (Grants) is responsible for managing all aspects of the application, contracting and disbursement processes related to Plans, Studies and Pilot Project initiatives of the Green Municipal Fund (GMF). This role includes the management of funding services staff, coordination of workflow and the oversight of funding applications, contracting and disbursements. Some key responsibilities of the position include:

  • Providing guidance and support to the Grants team to ensure that GMF clients are assisted through all stages of the funding process in accordance with the funding eligibility criteria.
  • Reviewing and making recommendations for funding approval, in accordance with internal policies and compliance requirements.
  • Participating in the negotiation of complex GMF grant agreements by reviewing and approving all grants contracts to ensure compliance with the Funding agreement, Council requirements, risk management practices, negotiated terms and legal requirements
  • Ensuring compliance with FCM records retention standards.
  • Routinely tracking and reporting on metrics related to funding service timelines, application flow and the overall status of the grant portfolio.

Committed to high-quality customer service, the incumbent manages continual improvement related to the funding processes and participates in application criteria reviews to better meet the needs of GMF clients. This includes planning and preparing application forms and supporting documents, ongoing development of contracting and disbursement processes and tools for use by staff, including templates, guidelines, interpretations, and database and filing systems.

As an active member of the FCM Programs team, the incumbent will support FCM's overall role as a national leading municipal association and will promote the adoption of sustainable technologies.

Key Responsibilities:

  • Manages the GMF Grants process from application to disbursement to ensure an efficient, effective and timely allocation and disbursement of grant funds, including determining priorities, assigning and monitoring workload, providing leadership and guidance to staff in customer service delivery, application review, preparation of material for GMF Council, contract preparation and disbursement review.
  • Prepares briefing material to GMF management and to GMF Council to summarize funding recommendations, to report on progress towards objectives, and to recommend funding process changes.
  • Participates in the negotiation of complex agreements, reviews all final contract documentation.
  • Reviews and recommends for approval by Finance and RMU, all requests for changes to contract terms, including liaising with internal or outside legal counsel as required.
  • Ensures that clients are compliant with all deliverables and reporting requirements to support GMF's strategic planning and reporting process.
  • Hires, trains and manages the team associated with the mandate to build and maintain a productive team with complementary strengths, including:
    • Providing regular feedback to team members, acknowledge success and the need for growth.
    • Managing departmental Professional Development needs and support opportunities for continuous learning.
    • Ensuring that information and knowledge is shared freely among all levels of staff.
  • Works with other Managers to ensure that funding requirements are well integrated in the overall programs (finance, development, outreach, governance, capacity building) to ensure a smooth, simple and effective overall process.
  • Monitors and evaluates current funding processes and tools, research value-added best practices, understand the needs and constraints of clients, understands federal funding partner legal and contractual requirements, and contribute to the continuous improvement of the funding assessment framework and processes.
  • Participates in research by GMF such as customer surveys and GMF funding criteria reviews to ensure a clear understanding of needs and constraints of clients and to balance customer needs with the requirements of the GMF Funding Agreement.
  • Reviews and assesses GMF-relevant resources and maintains knowledge of current sustainability best practices in the municipal sector.
  • Reports to FCM’s Risk committee on project technical merit, risk and on other results of credit analysis for some projects lead by non-municipal applicants or other higher risk files.
  • Contributes to the development and management of annual business and strategic plan including the GMF Annual Statement of Plans and Objectives and the Strategic Plan.
  • Provides advice and support to the Senior Manager - Funding Services, and the Managing Director, GMF related to the overall balance of the grant portfolio and strategic considerations in the development of new processes or funding offers.
  • Responsible for conduct aligned to FCM’s core competencies and business values.

Knowledge and experience

  • University degree in environmental science, engineering, or a similar discipline supplemented by experience in business administration, program management, funding, or an equivalent combination of education and experience.
  • A minimum of 7 years of progressive professional experience in funding programs, including business planning, financial and human resources management, with a minimum of 2 years in a staff management role.
  • The ability to lead, mentor and coach a highly collaborative, dynamic team in an outcomes-focused, client service environment is required.
  • Strong knowledge in the areas of program management with a focus on sustainable municipal development or environmental issues at municipal level.
  • Strong understanding of financial analysis and budgeting processes, risk management, program or project evaluation, and complex projects or files.
  • Strong program management, priority management and evaluation skills.
  • Knowledge of Canadian contract law and administration specifically related to funding programs.
  • Detailed knowledge of sustainability principles, engineering project management tools and project risk management.
  • Excellent client service orientation, strong interpersonal, negotiation and conflict resolution skills.
  • Strong verbal and written communication.
  • Knowledge of, and experience working with municipalities is a strong asset.

 

Language:

  • The ability to work in both official languages (English and French) is required.
