TITLE: Program Manager – Children’s Residential Treatment Program– Drury Program

POSITION STATUS: Full Time – Temporary (1 year) (Non- Union)

SCHEDULE: Monday to Friday with flexibility required as needed

REPORTS TO: Chief Operating Officer



The Bob Rumball Canadian Centre of Excellence for the Deaf (BRCCED) is a provincial leader in the Deaf community. Currently we are seeking a dynamic leader for our Children’s Residential Treatment program located in Milton. Our Residential Treatment Program supports Deaf, Hard of Hearing, and Deafblind children, youth and young adults who have complex behavioural, developmental and/or mental health diagnoses. This position is responsible for the ongoing management, service delivery and program development. This pivotal role will provide vision, leadership and clinical direction that provides the very best growth opportunities for the people we support. This position is a temporary role, with the possibility of extension.



  • Lead, coordinate and align the clinical development and direction of the program with agency mission, vision, values, strategic direction and policies with a goal of ensuring the best, clinically informed, programming opportunities for the people we support
  • Assuring consistent compliance by the teams of all Ministry regulations
  • Provide employee development and coaching
  • Demonstrate a strong clinical practice and programming expertise with excellent outcomes for the people we support
  • Provide leadership in program evaluation and development
  • Develop, implement and evaluate treatment plans according to the Individual client and family needs, goals, strengths and cultural and linguistic values
  • Collaborate with other community partners to maximize opportunities for growth for all members of the BRCCED community both locally and provincially
  • Work with and lead multi-disciplinary professionals using a wraparound approach to care
  • Prepare reports/conduct special studies, make presentations
  • Provide leadership in program development and evaluation
  • Advocate on behalf of the Agency clients and their families
  • Promote an evidence-based, best practice approach to support
  • Flexible hours of work
  • Provide oversight of implementation, monitoring and review of interventions for those with challenging and/or complex behaviours


  • Diploma or degree in a recognized social services course (e.g. DSW, CYW, SW)
  • Minimum 5 years working in Developmental Services sector with Individuals with complex and challenging needs
  • Minimum of 2 years of relevant management experience
  • Proficient in American Sign Language
  • Knowledge of Deaf culture and the Deaf community
  • Knowledge of MCCSS legislation and compliance/licensing
  • Strong written communication skills
  • Demonstrated and highly developed leadership, organizational, administrative, communication and interpersonal skills
  • Knowledge of accounting procedures, budgets and proposal writing
  • Advanced computer skills
  • Experience providing program oversight with as strong understanding of accountability, stewardship and continuous quality improvement
  • Possesses valid Class G driver’s license with access to a vehicle
  • French language/LSQ an asset
