Financial Analyst/General Accountant

This is a Permanent Full Time opportunity.

Purpose of the Role

The Financial Analyst/General Accountant is responsible for financial analysis, controls, and reporting support. This role ensures compliance with financial legislations, standards, and policies, maintaining the accuracy, integrity, and confidentiality of financial records. Additionally, the position assists the Manager of Financial Services in the Financial Services Department activities and supports the finance team.

Key Accountabilities

Leadership & Administration

• Collaborate with the Manager and Finance Team to align with the Library’s strategic goals.
• Facilitate communication within the organization and with key external stakeholders.
• Develop and monitor the Strategic Plan and Budget.
• Assist in the quarterly report preparation for the Library Board and City of London.

Monthly/Annual Reconciliations

• Perform daily, weekly, and monthly bank reconciliations.
• Keep track of daily cash flow updates.
• Handle month-end balance sheet and payroll reconciliations, year-end lead sheets, ensuring accuracy and timely adjustments.
• Maintain and monitor the General Ledger and payroll-related journal entries.
• Balance charity donations and expenditures with the general ledger, including intercompany entries.

Financial Analysis and Controls

• Record accrued and prepaid expenses, deferred revenue and other balance sheet adjustments for financial statements.
• Ensure accurate and timely financial recording and reporting.
• Monitor capital expenditures and tangible capital assets (TCA).
• Support centralized revenue and expense administration.
• Evaluate and improve internal controls and financial procedures.

Financial Reporting

• Provide regular budget status reports and respond to inquiries.
• Prepare statements and reports for grants, partnerships, and trust funds.
• Review and reconcile year-end tax, OMERS, and deduction reports, and assist in processing and mailing T4 and T4A forms.

• Liaise with auditors and assist in the preparation and provision of audit documentation, schedules and working papers.
• Assist in completing the Annual Charity Return and bi-annual surveys for Statistics Canada.

Legislation and Standards

• Stay updated on relevant legislation and ensure compliance with HST, ESA, ITA, GAAP, and PSAB.
• Ensure accurate records management in compliance with industry standards.

Perform other related duties as assigned.

Qualifications

Education:

• Post-secondary degree in accounting, or Business Administration.
• Working towards CPA designation or an equivalent designation.

Experience:

• Minimum of 3 years of progressive accounting experience, preferably in the public sector.
• Supervisory experience in a unionized environment is an asset.

• Experience with GAAP, PSAB, Sage 300, and Google Suite with advanced Excel skills (IF statement, Macros, Pivot tables).

Working Hours:

• Standard 35-hour week with occasional evening and weekend work during peak periods.

This position works 100% on site to be able to support the needs of the London Public Library.

This is an Excluded position from the Bargaining unit.

Salary:

  $35.607 – $50.173 per hour. Salary to commensurate with education and experience.
