Manager of Employment Initiatives

$46.70 per hour
THE POSITION:
The Jane/Finch Centre is currently filling a position for Manager of Employment Initiatives.
ACCOUNTABILITY:
The position is directly accountable to the Director of Programs, and will also work closely with the Director of Community Planning, Development and Partnerships.
OVERVIEW:
The Manager of Employment Initiatives will be responsible for overseeing new major pilot projects at the Jane/Finch Centre, in partnership with the Hospitality Workers Training Centre. With a focus on Toronto region’s service industries (hospitality, food service, retail, and related sectors), these projects are aiming to build better local employment opportunities for low-income, racialized job seekers. The role will involve managing community engagement, sector-based training and employment services, industry/community research, and employer relationships.
This new Manager will play a critical role in developing a stronger partnership between the Jane/Finch Centre and Hospitality Workers Training Centre, improving career pathways in the service industries, and applying a place-based, equity-driven approach to improve employment services and better meet the needs and priorities of the Jane-Finch community.
SPECIFIC RESPONSIBILITIES:
Leadership
Supervise all aspects of hospitality employment initiatives from project development to reporting and evaluation
Help develop strategic priorities, work plans, and budgets, as well as consistent project practices to achieve goals and make work more effective, sustainable, and impactful
Work with JFC’s Senior Leadership and Hospitality Workers Training Centre to identify, develop, and assess new project opportunities related to the hospitality and service industries
Continuously draw from research, outreach and engagement, and best practices to inform project work
Serve as a public representative of JFC and help increase the visibility and regular promotion of the hospitality employment initiatives
Engage in advocacy to influence policy and system change related to employment and economic development
Foster a team culture of continuous learning, innovation, and impact
Partnership
Participate actively in collaborative efforts around issues and projects related to employment
Identify, maintain, and grow strong working relationships with resident leaders, grassroots groups, community organizations, employers, service providers, government agencies, consultants, and other partners
Program Management
Manage multiple complex projects to ensure activities, deliverables, timelines, outcomes, and community priorities are achieved
Oversee project teams made up of JFC staff, community partners, and others
Provide guidance to staff to ensure inclusive, accessible, and equitable outreach and engagement as well as resident/jobseeker leadership, feedback, and accountability throughout projects
Ensure written agreements are in place for projects and partnerships as needed
Support consistent communications and marketing both internally and externally
Ensure process- and outcomes-focused evaluations of all projects
Actively monitor and respond to policy changes, trends, community needs, and gaps or issues with project delivery
Ensure ongoing feedback and accountability to a range of partners on projects
Ensure compliance with the JFC’s mission, values, policies, and procedures
Human Resources
Supervise and support staff, students, and volunteers within the Employment Initiatives team by providing guidance and feedback on projects, responding to day-to-day issues, building capacity, and ensuring the completion of tasks
Facilitate regular team meetings and team building opportunities
Oversee hiring processes for new staff, as well as recruitment of students and volunteers, as needed
Understand, comply, and ensure compliance of staff under the Collective Agreement
Understand and comply with duties and regulations as stated in the OHSA
Administration
Oversee staff schedules, monitoring workloads, timesheets, and entitlements
Help ensure staff complete their administrative responsibilities accurately and on time, including financial transactions, data collection, evaluation, and reporting
Monitor resource use, project materials, and supplies
Ensure safe, healthy programming spaces
Develop and maintain program-specific systems and procedures, as needed
Prepare internal and external reports, summaries, and documentation, as required
Finance
Oversee and monitor project budgets, tracking expenses and ensuring necessary financial documentation
Prepare project proposals, funding applications, and other submissions to implement, sustain, or grow projects, as needed
Monitor relevant funding agreement requirements
Build and maintain relationships with different funders and supporters
QUALIFICATIONS:
Relevant post-secondary education or work experience related to human resources, employment services, economic development, workforce planning, and/or service-related industries (e.g. hospitality, retail, etc.)
Minimum 3 years of leadership experience, including supervising teams, implementing programming, and running initiatives from start to finish
Current or former resident of the Jane-Finch neighbourhood (or the larger Humber River-Black Creek area) or experience living or working with other low-income, racialized communities
Bring a critical, equity-driven and anti-oppressive framework to employment service delivery
Experience planning, facilitating, and documenting community engagement processes or research projects is an asset
Strong interpersonal and collaboration skills with a track record of building and maintaining relationships with diverse groups of partners, such as resident leaders, grassroots groups, service providers, government agencies, and funders
Detail- and process-oriented with excellent organizational and administrative skills
Excellent written and verbal communication skills with experience delivering public presentations, writing large reports, and preparing other project materials for different audiences
Ability to creatively problem-solve and address issues proactively
Ability to adapt to changing priorities and operate in a fast-paced environment
Ability to embody a culture of care and capacity building
Ability to uphold confidentiality, integrity, and diplomacy
Ability and willingness to work flexible hours, including evenings and weekends
Strong computer and technical skills and ability to train project staff
Experience engaging and working closely with employers is an asset
