Our Human Resources Branch leads the development and implementation of human resources and employee relations strategies, plans and programs to attract, engage, motivate and retain experienced, dedicated and skilled employees and, in so doing, supports the Commission’s goals and objectives, and the effective delivery of affordable housing across the Province. Your sound understanding of HR and employee relations, and ability to analyze situations and make effective decisions will make you a valued member of our team as People Services Advisor.

Reporting to the Director, Employee Relations and Occupational Health & Safety, and managing an assigned portfolio, you’ll advise, guide and assist managers in multiple areas: routine employee relations, performance and attendance management, contract interpretation and administration, return to work and accommodation, health and wellness, human rights and other legislation involved in accommodation, and related matters. Knowledgeable, organized, tactful and a skilled facilitator, you’ll monitor adherence to collective agreements, regulations and HR policies, respond to queries related to HR practices and procedures, undertake assigned HR projects, and research, promote and adopt HR best practices.


This key consultative role calls for certification in Human Resources Management or another relevant discipline, and three (3) years’ related experience in employee relations and/or human resources within a unionized environment, preferably in a public sector organization, or an equivalent combination of education, training and experience acceptable to the Employer. A CPHR designation, completed or in progress, is preferred.   • Sound knowledge and understanding of the philosophies, practices and processes relating to human resources and employee relations. 
  • Sound knowledge and understanding of Commission and government human resources policies, practices and procedures, collective agreement provisions, terms and conditions of employment and applicable legislations, including Human Rights and Employment Standards.
  • Ability to effectively administer applicable human resources programs and provide advice and guidance to managers in the resolution of HR and employee relations issues.
  • Ability to analyze situations, determine appropriate courses of action, and make effective decisions.
  • Ability to establish and maintain constructive working relationships with all levels of Commission staff, unions, and government and employment agencies.
  • Ability to exercise discretion, tact, diplomacy and good judgement.
  • Ability to travel periodically.
  • Excellent organizational and time management skills.
  • Excellent communication, presentation, facilitation and interpersonal skills.
  • Proficiency in the use of HRIS computer systems and computer applications, including MS Office (Word, Excel).
