The College of Physiotherapists of Ontario regulates physiotherapists and exists to protect and serve the public interest. The College of Physiotherapists of Ontario is currently seeking a professional, self-motivated candidate with strong leadership and organizational skills for the Investigator role.

Position Overview

The Investigator will report directly to the Manager of Investigations and will be responsible for investigating reports and complaints about physiotherapists and individuals who are posing as physiotherapists, analyzing the information collected in the course of the investigation, and preparing and presenting investigative reports to appropriate College committees.

Key Accountabilities

Preliminary Inquiries and Investigations

  • Provides information to stakeholders about the complaints, reports, investigations, compliance and monitoring and hearings processes.
  • In consultation with the Manager, prepares appropriate documentation (for example, notices of appointment or subpoenas), conducts investigations on behalf of the Inquiries, Complaints and Reports Committee (ICRC), including preparing investigation plans, liaising with external investigators, conducting interviews with witnesses, and identifying and obtaining relevant evidence (including expert opinions), as required.
  • Analyzes the evidence, prepares written reports, and verbally presents cases to the ICRC. At the conclusion of an investigation, returns evidence, and original patient records.
  • Completes data entry and ensures the electronic and paper files for assigned activities are accurate and current.

Committee/Hearing Support

  • Prepares materials for the Committee and disclosure for the Health Professions Appeal and Review Board, College prosecutors and defence counsel.
  • In consultation with the Manager, prepares documents and correspondence associated with all stages of investigations and Committee decisions, for example, Committee decisions and reasons, cease and desist notices, Agreements and Undertakings, Specified Continuing Education, and Remediation programs.
  • May act as a resource to witnesses in advance of, during and after the hearing.
  • Testifies at discipline and fitness to practise hearings as required.
  • Identifies trends in reports, complaints and investigations and reports.
  • Identifies process and quality issues or opportunities for improvement and presents solutions.

Education, Experience, and Qualifications

Education and Experience

  • Post-secondary degree and relevant education and experience.
  • Minimum of three years of professional experience as an Investigator with a regulatory body is considered an asset.

Specialized Knowledge and Skills

  • Demonstrated knowledge of RHPA and other relevant health legislation.   
  • Demonstrated investigative, research and information gathering skills.
  • Experience with Microsoft Office Suite and database programs.
  • Ability to deliver complex information in a factual and objective manner
  • Ability to apply principles of procedural fairness in a consistent and reasoned manner

Terms and Working Conditions

  • This role is a full-time permanent position.
  • May require occasional travel.
  • College employees can work out of the office in Toronto or from home. Note: in-person office attendance will be required on occasion
