The Federation of Canadian Municipalities (FCM) is the national voice of municipal governments, representing the interests of cities and communities with the federal government. FCM’s Strategic Plan calls upon FCM to work collaboratively to: a) expand national understanding and support of the role local governments play in meeting national objectives; b) shape the national agenda by influencing decision-makers and opinion-leaders to ensure that the interests of municipalities are met or exceeded; c) build capacity and knowledge, thereby encouraging initiative and innovation, which in turn helps local governments rise to the challenges they face; and d) share its knowledge and experience on the world’s stage, so that others may improve the quality of life in their communities.  

The Policy and Public Affairs department integrates three functions that are central to the fulfillment of FCM’s mandate: Outreach & Engagement, Policy & Research and Communications & Events. The team operates in real-time, responding to fast moving political events and policy opportunities. Our influence and relevancy is built on the quality and depth of our work, and is deeply informed by our members who represent over 90% of the Canadian population. The department provides policy, advocacy and communications support to FCM’s National Board of Directors, Standing Committees and Forums, including the Big City Mayors’ Caucus, and develops national advocacy and engagement strategies with internal and external partners including FCM member municipalities.  

FCM relies heavily on its communications team to leverage its advocacy and policy work with a range of stakeholders, to engage with members, and to share the lessons and expertise gained from program initiatives.  

Major Purpose: 

Under the general direction and supervision of the Manager, Media Relations, the Officer, Media Relations implements media relations strategies designed to engage audiences and enhance the visibility of FCM programs across organizational communications channels. Working with the Media Relations Advisor the Media Relations Officer helps develop media strategies, is responsible for the implementation of these strategies, creates and curates compelling content, manages day-to-day media activities, and curates media plans for FCM’s programs. 


The Media Relations Officer leverages current best practices and emerging trends to expand FCM’s reach and media impact across mainstream and industry media, ensuring alignment with corporate standards and objectives. As such, the officer has a strong understanding of the federal and municipal landscape, which supports effective networking with regional\local reporters. The incumbent is called upon to identify opportunities to optimize media impacts. 

Key Responsibilities: 

  • Contributes to the development, implementation, and ongoing evaluation of FCM’s media relations strategies; 
  • Generates media leads to generate coverage of FCM’s Green Municipal Fund (GMF); 
  • Implements FCM media relations activities, including media pitches and media inquiries; 
  • Monitors media coverage to identify media opportunities; 
  • Help identify media opportunities in regional and industry media market; 
  • Liaises with members of the media relations team and the digital communications team on media activities to ensure a coordinated, strategic, and integrated approach;  
  • Liaises with external stakeholders in coordination for media tactics and planning, as required; 
  • Collaborates and liaises with colleagues regularly to coordinate media relations for GMF announcements, content calendars, strategy and campaigns; 
  • Develops, maintains and executes a media relations editorial calendar to promote programs and priorities; 
  • Responsible for editing social media content to ensure FCM standards are met; 
  • Helps organize news conferences and announcements to ensure all logistical issues are addressed; 
  • Ensures news releases and news coverage are extensively leveraged on social media; 
  • Manages and maintains monitoring and analytics systems to track media impact, results and highlight reports; 
  • Ensures that media relations plans are aligned with corporate strategies, standards and objectives; and 
  • Keeps up to date on current events in government with respect to topics of importance to FCM and its members 


Knowledge and Experience:  

  • Post-secondary degree in public relations, communications or a related field; 
  • A minimum of three (3) years of professional experience supporting and coordinating communications and media relations activities; 
  • Strong knowledge of regional media outlets and Canadian media landscape in both official languages; 
  • Direct experience in supporting communications and public relations activities in a not-for-profit setting or within an advocacy organization; 
  • Demonstrated experience with media relations production (drafting news releases, key messages, etc.); 
  • Strategic thinking skills combined with a proven capacity for hands-on time-sensitive work; 
  • Strong project management, organizational skills and effective ability to manage multiple demands; 
  • Capacity to work in a self-directed and creative manner and demonstrated ability to work well within a team setting; 
  • Good interpersonal skills and the ability to exercise tact, discretion and judgment; 
  • Ability to adapt to rapidly changing situations 


Excellent oral and written communications skills in both English and French (bilingual) is required
