MOSAIC is seeking a client-centered and results-oriented individual with excellent communication skills, who is motivated to succeed in the role of Manager of Employment Programs!

Manager of Employment Programs

DEPARTMENT:
Employment, Language, & Social Enterprise Services

ABOUT THE POSITION:
As the Manager, you’ll assist the Senior Manager and/or the Director with the management of Employment Programs from writing proposals through to the wind-down of a project. The Manager plans, coordinates, develops and delivers systems and processes which support the efficient and effective delivery of services and ensures contract outcomes are met. The Manager leads and supports program staff, liaises with funders and coordinates with other MOSAIC departments.

KEY RESPONSIBILITIES:

• Assist the Senior Manager with the development and implementation of new and existing programs or services
• Manage and support Employment Programs to implement deliverables stipulated in contracts; inform Senior Manager of achievement of contractual outcomes for the program or service; prepare regular reports for the Senior Manager on the achievement of quality standards
• Liaise with funders to manage funding contracts
• Remain current with CARF standards relevant to the programs
• Ensure development and maintenance of systems, procedures, and standards for the programs; review documentation of services
• Understand and participate in the evaluation of the programs; may develop and implement evaluation of program components; provide recommendations for revisions to the program model
• With the Senior Manager hire, train, and evaluate program staff, particularly in relation to the overall quality of the program
• Ensure subcontracted staff receive the support they need to perform effectively
• Ensure staff understand and follow policies, procedures, and maintain the standards in service delivery
• With the Senior Manager, prepare or supervise staff in preparation and monitoring of budgets, cash flows, variances, financial statements and reports, and expense records
• Provide coverage and support to clients as needed

MINIMUM QUALIFICATIONS:

• A post-secondary degree, certificate or diploma in a relevant field (human resources management, career development, counselling, social work, psychology, adult education), or completion of course work in related fields, or five or more years of demonstrated experience with:
• Community development and employment programs
  • Extensive knowledge of provincial and federal funding agreements
  • All aspects of the project life cycle (i.e. from proposal to wind-down)
  • Working with immigrant populations and people from diverse backgrounds
  • Building partnerships with employers, community agencies and other stakeholders
• Current and satisfactory Criminal Record Check required

DESIRED SKILLS AND QUALIFICATIONS:

• Proficiency in O365 and Teams, databases including government systems, and the ability to operate standard office equipment
• Experience managing multiple large and complex employment programs simultaneously; working with a not-for-profit and/or fee-for-service organization
• Experience in hiring, training, supervising and directing teams to achieve outcomes
• Experience developing, tracking, monitoring project finances
• Experience writing funding proposals
• Leadership skills and ability to take initiative
• Excellent presentation, interpersonal and written communication skills
• Ability to work independently and in a team environment
• Excellent problem solving, collaboration and organizational skills
• Tactful, discreet, diplomatic, patient, flexible and possesses cultural sensitivity and excellent judgment in decision-making
• Career Development Practitioner certified will be considered an asset

This is a Full-time position

STARTING PAY:
$52,090 to $55,262 annual salary based on experience

We offer a competitive benefits package with contracts of at least one year in length, offering a minimum of 17.5 hours of work per week.
