Registered Nurse Consultant


Contributing to people, culture and innovation, the Registered Nurse (RN) Consultant is a vital role within the Registration team. The RN Consultant position is delegated by the Chief Officer, Registration and Deputy Registrar to carry out the Registrar’s legislated responsibility and is a content expert for implementing registration-related legislation, regulation, policies and processes, from input into policy development to being sole adjudicator for decisions to approve, approve with conditions, defer or refuse eligibility for a practice permit. This position may be required to act in the absence of the Manager, Registration and Committee.


This is an eighteen-month temporary role.


Your Primary Responsibilities

·        Review, analyze, investigate and make decisions on registrant applications

·        Provide advice to employers, regulated members and stakeholders on legislation regulations and standards

·        Review reinstatement requests and action applications as required

·        Investigate and follow-up with applications that do not meet minimum registration requirements to ensure public protection

·        Communicate decisions as per notification requirements under legislation

·        Impose, monitor and remove conditions and restrictions on permits, including provisional registrants and registrants with limits and/or conditions for compliance

·        Identify, develop and prepare files for presentation to the Registration Committee

·        Identify and follow up or further investigate eligibility issues (e.g., competency gaps, fitness to practice, good character, etc.) and assign remediation

·        Assess fitness to practice concerns, review for incapacity and refer to Professional Conduct as required

·        Conduct consultations with employers, disability specialists, insurers, the union and registrants with respect to imposed limits and conditions on a registrant’s practice

·        Conduct registration-related consultations with registrants with respect to unregistered practice, registration processes and expectations of registrants during the registration process

·        Respond to requests for verification of registration of a sensitive nature where the requesting registrant/former registrant has current or previous limits/conditions imposed

·        Assess, investigate, develop and monitor consensual resolution agreements for applicants who require support related to an eligibility concern not related to incapacity (e.g., Fitness to Practice)

·        Ensure application processes for file review are evidence informed, reflective of emerging trends in administrative law and are aligned with Right-touch regulatory principles

·        Consult with the Manager, Registration and Committee on complex or unprecedented files that may impact CARNA and/or the nursing profession

·        Understand, analyze, interpret and maintain a thorough knowledge and understanding of relevant current legislation, regulation, bylaw, standards, policies and processes

·        Continually monitor limits and conditions for effectiveness, enforceability, understandability and applicability in various practice settings and report developing trends to improve quality services

·        Assess and analyze risk associated with conditions and limits on practice and make appropriate recommendations

You Possess

·        Baccalaureate degree in nursing required; Master’s degree in nursing preferred

·        Additional education in nursing field required (e.g., certificate in leadership, certificate in occupational health nursing)

·        Registered in good standing with CARNA (or qualify for same)

·        Minimum ten years’ recent experience required in nursing, including experience in a clinical practice setting

·        Minimum five years’ experience required in mental health, addictions, regulation, occupational health and/or case management

·        Solid understanding of the Health Professions Act, nursing regulations and other applicable legislation

·        Experience in a management role with demonstrated management and leadership skills, including the development of programs, policies and procedures

·        Ability to work independently and manage a complex workload with competing priorities

·        Strong interpersonal, conflict management and mediation/resolution skills required to manage challenging situations

·        Demonstrated negotiation, prioritizing and organizational skills with the ability to orchestrate change management through influence

·        Experience in working with individuals to manage cognitive, physical, psychosocial or emotional conditions and individuals who are dependent on substances is preferred

·        Experience in conducting investigations is an asset

·        Proficient in Microsoft Office 365 and database applications

·        Excellent critical thinking and problem-solving skills

·        Ability to build and maintain professional relationships and work well as part of a team
