Background:

The Federation of Canadian Municipalities (FCM) is the national voice of municipal governments, representing the interests of cities and communities with the federal government. FCM’s Strategic Plan calls upon FCM to work collaboratively to: a) expand national understanding and support of the role local governments play in meeting national objectives; b) shape the national agenda by influencing decision-makers and opinion-leaders to ensure that the interests of municipalities are met or exceeded; c) build capacity and knowledge, thereby encouraging initiative and innovation, which in turn helps local governments rise to the challenges they face; and d) share its knowledge and experience on the world’s stage, so that others may improve the quality of life in their communities.

 

The Policy and Public Affairs department integrates three functions that are central to the fulfillment of FCM’s mandate: Outreach & Engagement, Policy & Research and Communications & Events. The team operates in real-time, responding to fast moving political events and policy opportunities. Our influence and relevancy is built on the quality and depth of our work, and is deeply informed by our members who represent over 90% of the Canadian population. The department provides policy, advocacy and communications support to FCM’s National Board of Directors, Standing Committees and Forums, including the Big City Mayors’ Caucus, and develops national advocacy and engagement strategies with internal and external partners including FCM member municipalities.

 

FCM relies heavily on its digital communications channels (social media, website, email) to leverage its advocacy and program work with a range of stakeholders, to engage with members, and to share the lessons and expertise gained from program initiatives.

Major Purpose:

Under the general direction and supervision of the Manager, Digital Communications, the Digital Communications Officer designs and implements digital communications/marketing strategies designed to engage audiences and enhance the visibility of FCM across corporate communications channels. Working with communications advisors and other colleagues, the Digital Communications Officer helps develop individual social media strategies, is responsible for the implementation of these strategies, creates and curates compelling written and visual digital content, manages day-to-day social media activities, and curates campaigns for FCM’s corporate events and external opportunities as well as FCM’s advocacy efforts.

 

The Digital Communications Officer leverages current best practices and emerging trends to expand FCM’s reach and impact across corporate communications channels, ensuring alignment with corporate standards and objectives. The incumbent is called upon to provide social media guidance and training for FCM staff and identify opportunities to optimize digital communications.

Key Responsibilities:

  • Responsible for the development, implementation and ongoing evaluation of FCM’s social media strategies and policies.
  • Implements FCM social media activities, including special campaigns and engagement strategies, and paid digital campaigns.Responsible for writing or editing social media content and ensuring FCM standards are met.
  • Manages content dissemination on corporate social media channels.
  • Creates or selects images, audio and video elements for social media posts.
  • Responsible for recording and editing virtual video messages for FCM’s President and CEO (via Zoom/Teams).
  • Develops, maintains and executes the social media editorial calendars to promote initiatives, events and advocacy priorities.
  • Implements social media corporate processes, including content development, management and tracking.
  • Identifies emerging opportunities (long-term or in real time) in the social media space for FCM to promote our advocacy goals or provide thought leadership.
  • Liaises with members of the Communications team on social media activities to ensure a coordinated, strategic and integrated approach to social media.
  • Collaborates and liaises with colleagues regularly to coordinate digital content production, content calendars, strategy and campaigns.
  • Manages and maintains monitoring and analytics systems to track social media campaigns, results and highlight reports.
  • Ensures that all digital communications plans and campaigns are aligned with corporate strategies, standards and objectives.
  • Provides guidance and technical training for FCM staff’s engagement in FCM related social media activities.
  • Proposes sample messages for FCM’s Table Officers and CEO for corporate events, conferences, political meetings and speaking opportunities.
  • Periodically serves as back-up for the Programs Digital Communications Officer.
  • Keeps up-to-date on current events in government with respect to topics of importance to FCM and its members.

 

Knowledge and Experience:

  • Post-secondary degree in marketing, communications or a related field;
  • A minimum of three years of professional experience supporting and coordinating corporate social media channels;
  • Experienced in managing corporate social media channels with followings of at least 10,000 in both official languages;
  • Extensive knowledge of social media networks, how to navigate multiple platforms, and a strong understanding of current and emerging best practices;
  • Direct experience in supporting social media and public relations activities in an advocacy, communications, or public affairs setting;
  • Experience in analysing and tracking digital data and the effectiveness of campaigns using tools ;
  • Experience in digital and social media marketing;
  • Demonstrated experience with all aspects of digital content production (copywriting, graphic design, photo editing, video editing, etc.), tailored to different audiences and across multiple platforms, aimed at expanding organizational reach;
  • Strategic thinking skills combined with a proven capacity for hands-on technical work;
  • Attention to detail and an eye for quality with the ability to distil complex information into simple, concise and effective digital communication products;
  • Familiarity with HTML and/or web content management systems;
  • Strong project management, organizational skills and effective ability to manage multiple demands;
  • Capacity to work in a self-directed and creative manner and demonstrated ability to work well within a team setting;
  • Good interpersonal skills and the ability to exercise tact, discretion and judgment;

 

Language:

  • Excellent oral and written communications skills in both English and French (bilingual) are required.
