This is a permanent, full-time position.  Schedule may vary according to requirements of responsibilities – some weekend and evening work may be required.  Working environment is typically in the office in generally agreeable conditions.

 

This position is considered a management position for the purposes of the Employment Standards Act of Ontario and as such is not covered by various ESA rules, including but not limited to those related to hours of work, daily and weekly rest periods and overtime compensation. Salary is based on average minimum weekly hours of 35 per week and hours worked are compensated through the annual salary amount. 

 

The performance of the job requires the ability to lift/move 40 lbs., reach, bend, twist, and stoop frequently, work in a standing position for long periods, un-packing delivery vehicles, and computer keyboarding.  Travel is associated with this position.  Required to use the program vehicle when available.    

 

Normal location of work: 576 Edward Street, Wiarton, ON N0H 2T0

RESPONSIBILITIES

General

·       Ensure the ministry objectives are consistently accomplished and that a spiritual focus is applied to all program initiatives; refer clients to the Corps Officer for pastoral care assistance. 

·       Ensure all duties are completed in accordance with the principles, standards, policies, and procedures of The Salvation Army. 

·       Assist with all local fundraising initiatives and pursue additional fundraising opportunities.

·       Oversee day-to-day operations of the Community and Family Services office. 

·       Assist with development and implementation of policies and procedures; programs must meet contractual/legal requirements.

·       Report any safety hazards, maintenance concerns or problems, equipment, or supply needs to the Corps Officer.

·       Ensure a professional rapport in all dealings with other members of the Leadership Team, staff, volunteers, and other agencies.

 

Program

·       Lead the process of intake services, client assessment, and emergency assistance for clients, as well as short-term spiritual support; conduct client intake interviews when required.

·       Provide oversight, coordination, organization, delivery, and development of donation and fund-raising efforts and/or special, outreach or seasonal community services programs and events, i.e., Christmas Assistance Program, Summer Camps, and Community Meals etc.)

·       Oversee summer camp program registration of children and youth and arrangement of transportation for the Salvation Army provincial camping program.

·       Follow-up with children/youth and their families who attend the summer camp program build relationships and establish active links with the Corps and its mission and ministries

·       Refer clients for the Pathway of Hope Program. 

·       Network and refer to The Salvation Army government and community social service providers to coordinate resources for the benefit of clients and programs

·       Assist the Corps Officer with ongoing strategic planning to ensure programming reflects client needs.

 

Human Resources

·       Hire, orientate, train, reward, discipline in consultation with the Corps Officer ensuring compliance with and Territorial/National Standards, and the Ontario Division Human Relations Department.

·       Provide ongoing, consistent coaching, performance feedback, and manage evaluations of all community ministries employees; ensure working together to achieve the purpose and enhance TSA.

·       Ensure clearly defined and up-to-date job description and job duties, outlining that employee’s authority and responsibilities, in consultation with Ontario Division Human Relations Department and Corps Officer.

·       Prepare, post, and maintain all departmental work schedules ensuring adequate coverage.

·       Ensure that all department related job postings are prepared and forwarded to DHQ Human Relations for review and posting.  

·       Identify training requirements, make recommendations, develop strategies and recommendations for employee and volunteer development.

·       Ensure that all staff and volunteers have completed the required mandatory training and it is up to date. 

 

Health and Safety

·       Ensure safety of employees, volunteers, and clients, i.e., clear fire exits, no obstacles inside/outside office, clean spillage; ensure that the property is always secured.

·       Maintain a level of competency and understand Sections 25 and 26 of the Occupational Health and Safety Act (OHSA). 

·       Ensure that the measures and procedures prescribed (OH&SA) are carried out in the workplace and that every reasonable precaution is taken for the protection of the worker and workplace.

·       Provide oversight of WSIB claims and other health and safety matters in Community and Family Services and ensure that proper procedures are followed in the event of a workplace injury or illness; supervision of the Early and Safe Return to Work Program.

·       Work in compliance with OH&S Act and Regulations and abide by The Salvation Army’s health and safety policies and procedures.

 

Administration

·       Prepare and submit reports, proposals, program evaluations, and/or business plans as requested to the Corps Officer.

·       Maintain accurate confidential written records, logs of activities, including activity reports and statistical information, and client data in Link2Feed.

·       Prepare, analyze, submit, and act on incident reports; maintain records of all reports and dealing with complaints

·       Participate in development and implementation of policies and procedures for CFS Programs.

 

MANAGERIAL/Technical Leadership RESPONSIBILITY:

·       This position reports directly to the Corps Officer or designate. 

·       Attend community meetings with various groups.

·       The incumbent is responsible for direct supervision of 1 part time, Program Services Worker – Senior, 1 full time, Caseworker and 2 to 4 volunteers. 

·       Responsible for the direct supervision of temporary employees and volunteers hired for special and seasonal programming.    

·       Conduct regular staff meetings to review operational effectiveness.

·       Attend and participate in Leadership Team meetings and lead employee and volunteer meetings as required.

 

FINANCIAL AND MATERIALS MANAGEMENT:

·       Participate in the discussion and preparation of annual budgets; monitor/manage financial performance accordingly, ensure CFS A/C and A/P are submitted to the Administrative Coordinator for processing.   

·       In consultation with the Corps Officer participate in preparation of funding and contract proposals for submission to various funding bodies.

·       Complete operational paperwork and submit to Corps Officer and/or Administrative Coordinator in a timely manner.

·       Receive monetary and non-monetary donations and submit to Administrative Coordinator for processing.

 

Education, Qualifications and Certifications:

·       Completed an Undergraduate University Degree, preferable in Human (Social) Services field.

·       Safe Food Handling Certification.

·       Valid Ontario Class “G” Driver’s License, personal vehicle required and insurance, current copy of driver’s abstract

·       Must provide an original copy of a Background Check with vulnerable sector screening

·       May require screening through The Salvation Army Abuse Registry.

·       Alternative combinations of education and experience may be considered.

 

Experience and Skilled Knowledge Requirements

·       Minimum 3 years of prior related experience, including, a specialized social services program budget controls, managing people, managing resources, and communicating orally and in corresponding with community partners.

·       Excellent organizational, planning, communication, and time management skills.

·       Supervisor/management skills and the ability to lead, coach and motivate employees and volunteers.

·       Experience working with a diverse population, including mental health and addictions.

·       Knowledge of community-based resources and experience networking with government and social service agencies.

·       Proficiency in Microsoft Office products is required, Word and Excel etc.

·       Attentive listening skills for the purpose of supervision, coaching, and conflict resolution.

·       Develop an understanding of the Mission of The Salvation Army in Canada and its implications as related to position responsibilities.
