Procurement Manager – 1 Year Contract

TO Live has a 1 Year full-time contract position in its Operations department for a “Procurement Manager”.  Reporting to the Director of Capital Projects, the Procurement Manager is responsible for the purchasing activities of TO Live’s capital project program.

 

The ideal candidate would have extensive knowledge of public procurement with the soft skill to reflect this. The Procurement Manager will be responsible for all aspects of procurement support including the development of documents and overseeing the procurement process from start to finish.

 

ACTIVITIES AND RESPONSIBILITIES:

  • Develop the Capital procurement execution strategy and procedures in accordance with TO Live’s Procurement Policy and the Finance Department.
  • Prepare procurement documentation including RFPs, RFQs, and Tenders for review by Project Manager.
  • Perform commercial review for short listing of vendors on submitted bids.
  • Obtain supplier technical and commercial clarifications for review by Project Manager.
  • Assist in planning and development of project schedules with reference to procurement dates and purchase orders.
  • Prepare and analyze procurement responses for efficient delivery of products and services.
  • Manage purchase orders and contracts for TO Live’s capital projects.
  • Review of bid packages for compliance as per TO Live’s procedures.
  • Liaise with the City of Toronto regarding contract updates, lien portal, adjudication, and fulfil prompt payment documentation.
  • Develop and assist with implementation of procurement processes for efficiency improvements.
  • Identify, research, and resolve problems relating to purchasing issues for capital projects.
  • Adhere to the requirements of TO Live’s Finance Policies #301 – TO Live Signing Authority, #303 TO Live Financial Delegation of Authority, #313 – TO Live Procurement Policy and the TO Live Protocol for the Management of Capital Budget.
  • Develop departmental communication on purchasing requirements aligned with TO Live’s policies and procedures and in junction with the Finance department.
  • Communicate new vendor and vendor information changes to Finance department and project team.
  • Ensure fulfillment of agreed upon terms when delivery occurs.
  • Create and maintain database for all orders that are up to date and provides information for analysis and reporting.
  • Work closely with Finance department.
  • Perform other coordination and administrative duties and projects as assigned by the Director of Capital Projects and/or their designate.

JOB SPECIFICATIONS

  • Three years of experience in procurement/construction or related position(s) or equivalent education/experience.
  • Experience in municipal procurement policies and procedures.
  • Knowledge of product and service purchasing policies and practices.
  • Knowledge of performing arts industry is an asset.
  • Strong verbal communication skills.
  • Good negotiation skills.
  • Strong interpersonal and relationship building skills.
  • Effective time-management skills with ability to meet tight deadlines and achieve targets in a team environment.
  • Attention to detail in contractual and budget matters.
  • Analytical capabilities with ability to quickly implement actions to maximize results
  • Ability to handle multiple tasks and meet strict deadlines.
  • Ability to follow through and complete overlapping projects.
  • Ability to interact with vendors and provide assistance to the various organizational departments.
  • Strong Microsoft Office skills.
  • Database knowledge (e.g. EMBS) will be an asset.

WORKING CONDITIONS

  • Flexibility in hours and schedules and include work on nights and weekends as required.
  • Lack of natural light in workplace.
  • Travel between all three TO Live venues as required.
