WJS Canada is currently looking for an individual to join our programs in Penticton, as a Full-Time Program Manager, for both CLBC and MCFD sectors.

The Programs:

WJS Canada, a national social services agency, is contracted by the government through over 90 contracts to provide community-based services to children and families, persons with developmental disabilities and at-risk youth. Each day 700 dedicated staff serve approximately 1,300 persons through over 125 services. All our programs provide high quality, personalized and culturally responsive care in even the most complex cases designed to foster positive life changes, increase self-esteem and connections to the community/culture.


Okanagan Community Living Residential Program:
A residential program that offers supports to people with developmental disabilities. The Penticton Beach, Okanagan based residential program is housed in a large single family bungalow with an attached duplex, a large manicured yard and flowers along the walkways. Neighbours respect and support our residents. We are close to local restaurants and coffee shops. To encourage community inclusion, residents use public transportation although the program also has a vehicle.

Okanagan Community Living Residential Service is staffed weekdays in the afternoon and overnight as residents participate in our community based day programming. Okanagan Community Living Home Based Day Service offers specialized services to high needs participants. In-house programming includes functional daily activities that provide growing and learning components as part of daily routines. Individuals learn personal care and life skills that assist them with day-to-day living.


The Position:

The Program Manager provides operational and administrative direction for the development, implementation and management of the program in these CARF-accredited agencies. They implement and monitor policies and procedures related to day-to-day services to persons served and directs and coordinates the day-to-day management of program staff. They work directly with persons served and their families/care teams as required, and is responsible for overseeing and coordinating individual program plans. The Program Manager participates in agency decision making and is the primary liaison with the contracting body.

This position will supervise a non-licensed residential setting, with in-home day service, within our Community Living sector (CLBC). The position will also supervise an individual in the Quality Analyst role, who provides supports to homes for children in care (CIC), under our Child and Family Services sector (MCFD).



This full-time position will work 40 hours per week, with a schedule of 0900-1700, Monday through Friday.

Schedule varies to meet operational needs and front line work will be required. Required to be “on-call” during scheduled time off.


As an ideal candidate you possess:

  • A degree in one of the humanities, social sciences or related field with educational preparation for the roles of manager and administrator.
  • Minimum of three years in a similar facility or program, with at least one year in a supervisory or management role.
  • Must have specific experience with financial and human resource management.
  • Must have recent, working experience with both adults and children, with diverse abilities, including Trauma Informed Practice.
  • Current WCB Occupational First Aid, Level 1 and CPR certificates required.
  • Experience with basic sign language and/or alternative communication strategies training or experience an asset.
  • Valid Class 5 Driver’s License and clean driver’s abstract
  • Reliable, safe vehicle with appropriate insurance
  • Preference for candidates that have successfully completed the Safe Home course*

Will accept the CLBC-approved Home Study course at the time of hiring, with the requirement to complete the SAFE Home Course during employment.

Other Requirements:

  • Must be able to pass screening by Licensing Board and be approved as PIC (Person in Charge)
  • A physician’s note confirming suitability, including a negative tuberculosis screening test
  • Successful criminal record/vulnerable sector check.
  • Successful candidate must sign an oath of confidentiality, a conflict of interest statement, abuse protocols, and a code of ethics statement
