Commencing in August 2021 and reporting to the Director of Education, the Superintendent/Executive Officer of Human Resources will be an integral member of the Senior Leadership Team. The Superintendent/Executive Officer will be responsible for: Human Resources, Labour Relations, Recruitment and Selection, School Staffing, Payroll and Pensions, Benefits Administration, Health and Wellness, Occupational Health and Safety, Human Resources Information Systems and Organizational Design and Development.

 

As Superintendent/Executive Officer of Human Resources, you will share responsibility for supporting the board’s mission of serving our students through excellence in Catholic Education. You will provide exceptional leadership in service to all students through implementation of the Board’s Multi-Year Strategic Plan and Board Improvement Plan for student achievement. You have demonstrated strong commitment to the mission and ministry of Catholic education and have a proven track record in providing departmental and system leadership in a full range of Human Resources functions in the areas noted above.

 

The successful candidate shall possess:

  • To be appointed as the Superintendent of Human Resources, an Ontario Business Supervisory Officer Certification or Ontario Supervisory Officer Certification, as specified by the Ministry of Education, must be completed or in progress at the time of appointment. In the absence of Supervisory Officer Certification, the successful applicant will be appointed as the Executive Officer of Human Resources.
  • A minimum of 10 years’ experience in a leadership capacity in Human Resources Departments in the public sector is required, and it is strongly preferred that at least 5 years of that leadership experience be with a school board. This experience should include experience in the direct management and supervision of mid-management staff in a large Human Resources Department. Experience should include substantive experience in a number of the following specialties: Human Resources, Labour Relations, Recruitment and Selection, School Staffing, Payroll and Pensions, Benefits Administration, Health and Wellness, Occupational Health and Safety, Human Resources Information Systems and Organizational Design and Development.
  • Experience as a Supervisory Officer in an educational setting is preferred.
  • A minimum of 5 years’ experience as the chief negotiator and employer spokesperson at collective bargaining negotiations, including a thorough understanding of the collective bargaining process in the education sector in Ontario.
  • Extensive working knowledge of relevant legislation including the Education Act and regulations, related employment, health and safety, and labour legislation, and its application in the workplace and in the education sector.
  • Post-secondary education in Human Resources, Industrial or Labour Relations, Law, Business Administration or a related field.
  • CHRE, CHRL or another professional designation related to the position’s responsibilities would be an asset.
  • Joint Health and Safety Committee Certification Parts I and II would be an asset (as this position will Co-Chair the Board’s Joint Health and Safety Committee).
  • Demonstrated problem-solving skills and the ability to build/foster positive and effective working relationships with staff, unions/associations, the management team and trustees.
  • Strong report writing and presentation skills, including experience presenting to Boards; experience working with a Board of Trustees in the education sector would be an asset.
  • Demonstrated exemplary leadership practices and have the necessary cognitive, social and psychological resources expressed in the Catholic Leadership Framework.
  • Demonstrated ability to work as a member of a team engaged in innovative and system thinking.

 

Salary:

  • In accordance with the Contract of Employment and the Terms and Conditions of Employment for Superintendents, Assistant Superintendents, and Acting Superintendents

All appointments will be in accordance with Board Policy, Selection and Appointment of Superintendents, Assistant Superintendents, and Acting Superintendents.
