ABOUT THE JOB:

We are looking for an experienced, strategic and creative IT Manager to oversee all technological aspects of CMHA BC’s Vancouver, Victoria and CAI offices and be accountable for the Association’s IT infrastructure including, hardware, software, networks, facilities that are required to develop, test, deliver, monitor, control or support IT services. 

As skilled IT Manager, you will build strong relationships with Department Managers and responsible for the needs assessment and planning, strategy and operations, resource allocation and coordination, cost management and budgeting of our technology network. The IT Manager will conduct research, perform feasibility studies, and make recommendations on products, services, protocols, and standards in support of all infrastructure development efforts, negotiate with vendors, outsourcers, and contractors to secure infrastructure-specific products and services, develop, propose, manage and monitor budgets for area of responsibility, manage operational costs; conduct near and long-term financial forecasts for expanded functionality. The Manager is responsible for the management of both Windows and MAC environments as well as being the bridge to outside vendors and contractors who make or modify systems.

In line with CMHA BC’s strategic operational plan, the Manager will be accountable for the procurement, maintenance, development, deployment and support of our current and future technology network including remote and home office settings and will keep the CMHA BC network and its devices safe in order to maintain the integrity within the overall infrastructure of the organizations.

In this role you will:

  • Lead and manage all technological aspects of CMHA BC’s technology solutions and services (Infrastructure, Communications, Data Management, and Application Support) as well as establish operating policies and procedures for Information Technology
  • Outline and execute IT strategy, priorities, and roadmap and create and implement plans to address IT needs, including but not limited to, infrastructure, applications, budgeting, and vendor contract and project management.
  • Oversee the development, design, and implementation of new applications and changes to existing computer systems and software packages.
  • Prepare enterprise objectives and budgets to facilitate the orderly and efficient capture, storage, processing, and dissemination of information.
  • Interview vendors, select contractors for various IT projects, and manage vendors’ delivery of services.
  • Oversee the maintenance of all CHMA BC’s IT systems and infrastructure including server and workstation operating system updates, patches, and application updates
  • Responsible for maintaining an accurate inventory of the IT equipment and assets of the Association, including their location, staff assignment, software and hardware versions and utilization, and serial numbers and warranty status.
  • Establish and manage the systems, policies and processes for a productive and secure work from home setup, including a Mobile Device Management system
  • Ensure the security of the files, information systems, communication lines, and equipment of CMHA BC and develop, review, and be responsible for the certification of all back-up and disaster recovery procedures and plans
  • Manage CMHA BC’s websites including hosting infrastructure, back-end administration and the direction of internal or external staff responsible for content.
  • Manage the administration and management of the CMHA BC App, including content updates, and ongoing application updates
  • Evaluate software or new products and devices on behalf of CMHA BC.
  • Responsible for establishing and managing the IT helpdesk including ticketing systems and adherence to service levels
  • Supervise and performance manage department staff, providing direction and support.
  • Responsible for the maintenance of effective communication I messaging
  • Compiles regular reports to support operational
  • Ensures users are trained on applications, equipment, and ongoing user support and problem solving.

Other related duties as assigned.

What you will bring to the role:

Education and Experience

  • A Bachelor's degree in a Computer Science, Engineering, MIS or equivalent.
  • An equivalent combination of education, training and experience may be considered.

Experience:

  • Minimum of five years related experience in the Information Technology industry, preferably as a manager, with team leadership/management experience
  • Experience with strategic and long-term planning.
  • Experience with supporting 100+ users at multiple sites.
  • Strong vendor management skills, managing vendor, subcontractors, and/or consultant relationships.
  • Experience with financial management/creating budgets.
  • Established knowledge of relational databases, multiple software programs and products, technology languages, and application development.
  • Experience with analytics or reporting engines, particularly SQL Server Reporting Services.
  • Knowledge of and experience with managing Microsoft Office 365, Windows Server, Windows 10, Microsoft Office Products, Mac hardware and software
  • Knowledge of and experience with the setup and management of a Mobile Device Management system. Experience with Microsoft InTune is an asset.
  • Experience in leading projects on an end to end basis – from conception to business analysis to design to implementation.
  • Ability to evaluate emerging technologies for development of long-range plans and to
  • Extensive knowledge of strategic goal setting, budget management, and IT infrastructure.
  • Experience in ensuring reliability and efficiencies from outsourced infrastructure and network operations.
  • Motivated, self-starter, able to work independently. Ability to work under time pressure to meet deadlines, balance work priorities and resolve problems in a timely manner.
  • Ability to manage diverse stakeholders and to motivate staff and effectively lead a team.
  • Ability to build and maintain effective working relationships with internal teams and external business units.
  • Ability to effectively communicate to executives, managers, and staff at all levels. Ability to and direct complex projects, set priorities, and solve problems.
  • Flexibility and ability to thrive in an environment with constantly changing conditions and competing deadlines.

Working Conditions

  • The regular work week is 37.5 hours. This is an excluded management position and is not subject to regular overtime policies.
  • Must be able to be flexible and available in non-core hours relative to assignments. Some travel may be required.
  • This position is located in downtown Vancouver, and we offer a flexible work environment.
