Job Description


We are seeking a dynamic and enthusiastic Program Manager to oversee an evidence-based workforce development program across multiple sites in Nova Scotia. AspireAtlantic is a new workforce development initiative that is focused on upward mobility by moving unemployed or low-wage working individuals into good quality middle-skill jobs. The Program Manager role will be responsible for cultivating, leveraging and maintaining strong relationships across program stakeholders and day-to-day management of the AspireAtlantic sites, supervision of the AspireAtlantic program staff, and the coordination of integrated services with partners/contracted services. Will be responsible for multiple sites.


Pier Labs

Pier Labs, Davis Pier’s social innovation outpost, is a federally incorporated non-profit organization focused on social research and development. Its purpose is to work with government, community organizations, post-secondary institutions, charities, foundations, and private sector organizations to conduct and bridge research interventions that address complex societal issues impacting the wellbeing of Canadians. From poverty and healthcare, to education and employment, our approach is to use best available, contextual, and experiential evidence to develop policy and program improvements. Our primary areas of focus are:

  • Social science and economic research – We use evidence-based policy approaches such as translating existing research, conducting qualitative research using new methods, developing field experiments and randomized control trials, and using other quasi-experimental and evaluation techniques.
  • Knowledge translation and implementation science – To enhance the uptake of evidence-based practice, we provide knowledge translation to bridge research and policy/practice, and utilize implementation science and practice to improve implementation efforts and service/program delivery outcomes.
  • Behavioural science – We have expertise in behavioural science and use the knowledge of human decision-making and common behavioural biases to design “nudge” projects to improve policies, programs, and services.
  • Social innovation – We work with citizens, stakeholders, and government using a formalized design thinking process to develop innovative solutions.

Pier Labs is governed by a Board of Directors comprised of the CEO & COO of Davis Pier Consulting and external members, ensuring transparency and mission-driven decision-making.


About the Opportunity  

The AspireAtlantic Project is a unique opportunity to enhance capacity related to evidence-based practice in Nova Scotia’s employment/workforce development ecosystem. The AspireAtlantic Project is comprised of three main components: 1) program delivery, 2) evaluation, and 3) implementation technical assistance.

AspireAtlantic is a workforce development program newly adapted from a model developed and tested in the US called WorkAdvance. The model is dual-customer, serving both employers and job seekers by bridging job seekers with in-demand middle-skill jobs in specific sectors, and providing long-term retention and advancement supports.

AspireAtlantic will be delivered by three community-based service providers across Nova Scotia and supported by a Technical Assistance team that operates out of Pier Labs. AspireAtlantic will be focused on the construction and manufacturing sectors in Nova Scotia. The Program Manager role will primarily be responsible for operational oversight of the AspireAtlantic program delivery at all three sites while supporting the evaluation and technical assistance components. The Program Manager role will be situated within Pier Labs but s/he/they will function as part of the service delivery team and provide operational oversight to all three service providers. 

Our ideal AspireAtlantic Program Manager will have previous experience managing a program across multiple sites, values evidence-based program and practice, and is familiar with implementation practice and program evaluation. Additionally, this person would also have prior experience developing and delivering programs (virtually and in-person) in multi-sectoral environments, specifically in the areas of career advancement, equitable and inclusive business practices, and/or organizational capacity building. Because evaluation and technical assistance are key components of this project, a learning mindset is essential for this role.


What you will be doing  

AspireAtlantic Program Development and Delivery (40%) 

  • Coordinate planning and launch of AspireAtlantic
  • Coordinate between service providers, sector representatives, and the Pier Labs Technical Assistance team to deliver all components of the AspireAtlantic program
  • Work with program staff to develop and execute recruitment strategies
  • Design and develop all program components in collaboration with program staff and technical assistance team  
  • Keep abreast of trends, issues, research, and developments in the areas of workforce training, sector trends, HR/organizational development best practices, and integrating this knowledge into program planning and delivery
  • Ensure AspireAtlantic is developed and facilitated prioritizing the best outcomes for both job seekers and employers, recognizing both perspectives, and supporting both to work towards retention and advancement


Partner and stakeholder engagement (20%) 

  • Champions the AspireAtlantic program across all stakeholders by creating buy-in and addressing implementation barriers
  • Work alongside the program staff to identify, engage and support relationships with new and existing businesses, training providers, and community partners to deliver and support AspireAtlantic
  • Work with training providers to ensure occupational skills training is responsive to feedback from job seekers, employers, service providers, and sector councils


Human Resources (15%)

  • Work with AspireAtlantic partners to develop program staff job postings, recruit, hire, and onboard program staff
  • Provide ongoing leadership and support for program team including regular day-to-day support through coaching, mentoring and performance management supervision


Evaluation (15%)

  • Work with technical assistance team to develop data collection tools and protocols and support program staff to collect data related to participants, implementation, and outcomes
  • Responsible for identifying implementation issues and roadblocks and bringing them to the technical assistance team for troubleshooting
  • Participate and contribute to sharing of insights, learning and knowledge during AspireAtlantic Learning Circles


Financial and Reporting Responsibilities (10%) 

  • Ensures that budgets are met, managed appropriately, and reviewed regularly with the Director of Finance and Administration
  • Balances and codes monthly expenditures for all program related expenses
  • Compiles statistics for reporting and funding requests
  • Provides monthly and quarterly reports to funder as requested

  • Have enthusiasm and a conviction to deliver positive outcomes for persons facing barriers to employment
  • Have a strong understanding of the human resource and organizational development needs of small to medium-size employers
  • Has a learning, adaptive, and outcomes-driven mindset, and is able to inspire staff to embrace this mindset
  • Be available to travel between our program sites in Nova Scotia as required



  • University or college degree in relevant area or equivalent combination of education and experience 
  • Experience working with job seekers from marginalized backgrounds or experiencing barriers to employment
  • Experience working with small to medium-size businesses
  • Ability to weave a web connecting multiple partners in highly collaborative project
  • Strong problem-solving skills with demonstrated creative, innovative, and strategic thinking
  • Excellent communication skills demonstrated ability to effectively communicate ideas and actions to people at all levels in an organization
  • Strong attention to detail skill 
  • Experience with construction and manufacturing sectors is an asset 
  • Must be eligible to work in Canada
