Developmental Evaluation Lead – Scope of Work and Request for Quote

The Women of Ontario Social Enterprise Network (WOSEN) is an Ontario-wide collaborative led by Pillar Nonprofit Network, alongside the Centre for Social Innovation (CSI), SVX and NORDIK Institute’s Social Enterprise and Entrepreneurship (SEE). The WOSEN partners have extensive knowledge in building and convening networks to support social enterprise in Ontario and beyond.  

The WOSEN Developmental Evaluation (DE) Lead will guide the ongoing development and implementation of WOSEN’s DE approach from July 2021 - March 2022 (with possibility for extension). 

Key Accountabilities
  1. Maintain progress toward deliverable timelines for all DE reporting due during the contract period; 

  2. Ensure that all assessment align with WOSEN’s 10 established research questions and Theory of Change;  

  3. Facilitate process for DE with WOSEN team as described below;

  4. Write and present the summary analysis for Project Year 3 (April 1, 2021 - March 31, 2022) to the DE Working Group and WOSEN Team by March 31, 2022. 

Primary Responsibilities
  • Understand the project goals in relation to the program components and the evolving methodology for achieving such;

  • Identify timelines for data sampling and visualization to ensure data collection is on track, with input from DE Working Group and other identified Collaborative members;

  • Work collaboratively with the DE Working Group and WOSEN Collaborative to support them in implementing the DE approach for data collection, including revising current questions / processes as needed;

  • Lead DE Working Group Meetings, establishing cadence and agenda to ensure delivery on key accountabilities;

  • Represent DE Working Group in Monthly Partner Meetings as appropriate to agenda;

  • Facilitate practitioner reflection sessions, identifying timing, purpose, framing and collection methodology and linking to other evaluation projects as needed;

  • Lead qualitative data analysis and collaborate with WOSEN Project Manager for quantitative data analysis; 

  • Contribute to data visualization images as needed, either through suggestions, feedback, or preparing such;

  • Contribute to knowledge product mobilization as appropriate.

Skills and Qualifications
  • Experience with Developmental Evaluation, including reflective practice 

  • Knowledge of anti-oppressive frameworks  

  • Experience working with complex collaborative and co-creative projects 

  • Experience working with diverse peoples and perspectives 

  • Experience with interpreting, managing, visualizing and communicating qualitative and quantitative data

  • Strong facilitation skills

  • Excellent communication skills 

  • Strong project management skills

Contract Details

Anticipated Budget $20,000-$25,000.
