ACTING MANAGER, YOUTH OUTREACH PROGRAM

FULL-TIME, TERM

ABOUT THE YOUTH OUTREACH PROGRAM

The Phoenix Youth Outreach Program is a community-based provincially funded program designed to improve the immediate and long-term social, vocational/educational, economic and health outcomes for vulnerable youth within the HRM.   YOP addresses the essential needs of youth, builds capacity, and empowers youth in their transition to adulthood.

 

Job Summary: The Manager of the Youth Outreach Program (YOP) is responsible for leading the Phoenix YOP team and providing staff supervision and case management guidance. The Manager is responsible for all aspects of YOP program planning, development and implementation, referral and intake procedures, community engagement and resourcing, human resource management, financial management, communications, reporting and evaluation and liaising with the Department of Community Services Prevention and Early Intervention (P&EI) division.

Hours of Work: 40 hours per week, Monday – Friday, 9 a.m. – 5 p.m., with some flexibility for evening work.

 

Location: 123/133 Jarvis Lane, Halifax NS, B3K 3J1 (office within PYCC at Mulgrave Park).

 

Reports to: Director of Community Programs.

 

Screening Requirements: Due to the sensitive nature of our work with youth, this position is subject to a satisfactory criminal record check including a vulnerable sector search, a child abuse register check and proof of education.

 

 

DUTIES AND RESPONSIBILITIES:

  • Ensure the program’s delivery is congruent with Phoenix’s mission and vision, and works in accordance with Phoenix’s policies, procedures, and framework of practice.
  • Ensure the program effectively meets the changing needs of vulnerable youth and youth in transition and is congruent with the provincial YOP program standards.
  • Manage all aspects of the YOP program including program planning, development and implementation, community engagement, service delivery, financial management, communication, program evaluation, and report writing.
  • Manage YOP human resource related activities including human resource management.
  • Manage and direct the YOP referral and intake process; provide limited case management support to youth if required.
  • Develop and maintain relationships with community partners, including DCS PE&I and other YOP programs, integral to the success of the YOP service delivery.
  • Responsible for program data collection using the Phoenix database and completing the annual YOP program report.
  • Support the agency’s commitment to diversity, equity and inclusion through learning opportunities, critical self-reflection, and professional development.

 

KNOWLEDGE, SKILLS, ABILITIES AND OTHER REQUIREMENTS:

  • Demonstrated high level of understanding of barriers faced by vulnerable youth.
  • Demonstrated management competencies.
  • Demonstrated communication, organizational and interpersonal skills.
  • Solid knowledge of community resources within HRM and the social service delivery system is required.
  • Demonstrated knowledge and skill applying a social justice lens, using a youth/family centered and culturally responsive approach.
  • Demonstrated knowledge of trauma-informed practice is an asset.
  • Proficiency in Microsoft Office 365 and internet usage required.

 

EDUCATION AND EXPERIENCE:

  • Bachelor of Child and Youth Studies, Bachelor of Social Work, or other degree/diploma equivalent with a minimum of 5 years’ experience working with youth.
  • Registration or Candidacy for Registration, certification, or membership of a related professional body (if applicable).
  • Experience in a management/leadership position with supervisory responsibilities.
  • Experience working in community engagement and development.
  • Experience with proposal, report, and evaluation writing is an asset.
  • Non-violent crisis intervention (CPI), suicide intervention (ASIST), standard first aid or a commitment to secure those requirements within six months of being hired.
  • Access to a vehicle and appropriate insurance is required.
  • Experience supervising field placement students and managing volunteers is an asset.
  • Experience working for a non-profit organization is an asset.
