FCM’s Policy and Public Affairs department provides policy, advocacy and communications support to FCM’s National Board of Directors, Standing Committees and Forums, including the Big City Mayors’ Caucus and FCM’s Rural and Northern and Remote Forums, and develops national advocacy and engagement strategies with internal and external partners including FCM member municipalities. The team operates in real-time, responding to fast moving political events and policy opportunities. Our influence and relevancy is built on the quality and depth of our work, but also how deeply it is informed by our members who represent over 90% of the Canadian population.
The Policy and Research team works with a larger team of experts in municipal-federal policy making, intergovernmental relations, member engagement and communications to provide rigorous and innovative policy analysis in support of FCM’s advocacy priorities as identified by the National Board of Directors and senior management. Key issue areas include: climate and environment; community well-being; housing and homelessness; infrastructure; municipal finance and intergovernmental arrangements; rural economic development; social inclusion and equity; transportation; and telecommunications. Collectively, team members build and continually develop the issue-based technical expertise and networks needed to support proactive engagement with federal departments and advance data-driven and member-informed strategies that empower local governments to drive better outcomes for Canadians and the communities where they live.
Overview and Major Purpose:

As a member of the Policy & Research team, the Data & Research Officer will provide research and quantitative analysis to support FCM in advancing policy proposals on the national stage. Reporting to the Manager, Policy & Research, the Data & Research Officer will have the opportunity to explore a diverse range of emerging questions in public policy from the perspective of public finance. With a focus on tracking, compiling and analyzing municipal finance data, the Data & Research Officer will also support the Manager of Policy and Research on a range of FCM issue areas that require quantitative data analysis, including, for instance, broadband connectivity and telecommunications policy.
