Background:

 

The cornerstone FCM Program is the Green Municipal Fund™ (GMF), a $1 billion permanent endowment from the Government of Canada. As a leading catalyst for innovation at the local level, GMF offers funding (loans and grants) and knowledge to local governments and their partners for sustainable municipal initiatives designed to support communities to improve air, water, soil quality, and to protect the climate. Through GMF, municipalities have built better transportation assets; constructed efficient and resilient buildings; diverted waste from landfill; made previously unusable land available for development; and improved soil and water quality.

 

Major Purpose:

Reporting to the Director, Client and Funding Services the Data Coordinator is responsible for providing operational and analytical support to the GMF Client and Funding Services team.  The two key functions of the role include organization and analysis of data related to GMF Client and Funding Services (CFS) activities and translating key performance indicators into information that promotes knowledge sharing through published reports and dashboards.

 

The incumbent will work with the entire Client and Funding Services unit to coordinate best practices in data management and tracking of key metrics. The incumbent will also work closely with the Finance and Risk Management units to track contractual loan and grant obligations and disbursement forecasts. In addition, several units in GMF will require funding program information and interpretation, most notably Communications and FCM’s appointed Council and committees. This information will be essential in driving results-based strategic decision-making towards fund sustainability.   As an active member of GMF’s Client and Funding Services unit, the incumbent will take part in various departmental initiatives and support FCM’s overall role as a national leading municipal association aimed at strengthening local capacities and enhancing governance.  The Data Coordinator supports the development and delivery of data visualizations and key performance indicators results through data mining and reconciliation, research of new opportunities and tools in data management, and review and analysis of unit reports.

 

Key Responsibilities:

  • Tracks and consolidates data and information provided by program staff, extracting relevant data from program databases, drafting text and document formatting.
  • Prepares monthly reports related to applications, disbursements and contracting to support program monitoring and operational decision-making.
  • Liaises with the CFS Administrative Coordinator to create and produce financial tracking tools, reconciliations, and reports using Power BI and GMF’s Customer Relationship Management (CRM) software.
  • Performs initial quantitative and qualitative analysis of program data and data collected from GMF-funded initiatives. Creates visual representations of program data and results (e.g., graphs, charts, maps, etc.).
  • Develops, updates, and maintains data collection and analysis tools.
  • Creates and continuously improves GMF Client and Funding Services Dashboard and Disbursement and Contracting reports.
  • Supports the implementation of existing reporting tools and creates new tools as needed.
  • Researches and synthesizes information in support of streamlined program activities (e.g., grants management software solutions, client service solutions, CRM workflow, etc.).
  • Uses SQL or similar software to run queries.
  • Supports the development of GMF products, including presentations and project profiles.
  • Coordinates the preparation of information related to Client and Client and Funding Services activities for annual strategic and external reports.
  • Monitors progress of Client and Funding Services key performance indicators in terms of client service by consolidating information provided by program staff.
  • Prepares all visual content and historical key performance indicator analysis in the preparation of Client and Funding Services materials for GMF’s governance bodies (e.g., internal and external committees, boards), including memos and presentations.
  • Participates in the identification of new or emerging risks for analysis, and in the development of the risk responses. Monitors the effectiveness of the risk responses.
  • Provides staff training on use and interpretation of information systems, data management and input of Client and Funding Services dashboards and reports.
  • Participates in cross-program or cross-department initiatives within FCM, as required.

Knowledge and Experience:

  • University degree in a related field (public or business administration, economics, applied science, communications etc.).
  • A minimum of five years of progressively responsible experience in monitoring, data analysis, project management, communications, and/or managing program activities, including experience in planning and reporting processes.
  • Experience in impact measurement and evaluation using a broad range of both quantitative and qualitative tools and methods, including results-based management approaches, reporting procedures and principles.
  • Previous exposure to knowledge management and activities (e.g., researching existing knowledge tools, organizing resources, identifying gaps in existing knowledge tools, mobilizing tools and resources and developing guides).
  • Technical expertise and experience (minimum two years) with data modelling and analytics (e.g., Power BI, Oracle or other business analytics tool).
  • Experience with data visualization is required.
  • Excellent interpersonal and collaboration skills with a focus on working across internal teams, and with external stakeholders.
  • Excellent judgment, problem solving, analytical, research and decision-making skills.
  • Exceptional customer service skills.
  • Strong attention to detail and accuracy.
  • Proficiency with database languages such as SQL is a strong asset.
  • Experience producing reports for government-funded projects is an asset.
  • Knowledge of the Canadian municipal sector and experience working with elected officials and/or a Board of Directors are definite assets.
  • Experience developing and managing surveys is an asset.

 

Language Requirements:

  • Ability to communicate verbally and in writing in both official languages (English and French) is an asset.
