The Role:

As a Learning and Development Technical Specialist at CLBC, you will be responsible for designing, developing, and implementing all technical aspects of organizational learning and development, including utilizing learning authoring tools to develop learning materials, analyzing and reporting on learning outcomes, administering LMS and technical systems and providing training/consultation to the PD team and organization on these key technical components. You will prepare online education at CLBC in alignment with the organization's strategic direction, goals and priorities and develops material according to professional instructional design and technical standards.

You will consult and work with a variety of internal departments, including business units, subject matter experts, Project Sponsors, IT, Project Managers and Project Leads. In addition, you may identify and work with external vendors for outsourced solutions and for learning platform support.

To excel in this role, you have:

  • An understanding of Adult learning theory, sound instructional design and development principles and the ability to adhere to pre-determined standards
  • Questioning and feedback skills, customer service orientation and commitment to quality, responsibility, high work standards, and initiatives
  • Effective project management skills and the ability to plan, organize, develop and coordinate e-learning and other technical training components
  • Ability to communicate effectively both verbally and in writing, and to succinctly and concisely explain complex technical processes in layman's terms

Qualifications:

  • Bachelor's degree and previous education in adult learning, instructional design, instructional technology, curriculum development or a related field
  • 3 years of experience in course authoring tools such as Articulate and Captivate
  • 3 years of progressive experience in learning solutions project management, including scoping projects of various sizes with multiple deliverables
  • An equivalent combination of related education and experience may be considered
  • Expert command of course authoring and course development methodologies: Captivate, Articulate (3 years minimum)

It is an asset to have:

  • Knowledge of WCAG 2.2 Accessibility guidelines
  • An understanding of web content design best practices
  • Experience with Shareable Content Object Reference Model (SCORM) requirements and guidelines, Adobe Creative Suite, Vyond experience (or similar), MS SharePoint and MS Teams
