Position Overview:
The Executive Director is responsible for:
● Reporting to the BIA Board and working collaboratively with the
BIA Administrator on Board Governance, Finance, and
Administrative responsibilities as directed by the Board
Chairperson.
● Supporting the BIA Board on its strategic mandate, goals and
objectives, City of Calgary, and Calgary BIA liaison and service
coordination.
● Operationalizing the BIA strategic plan and the day-to-day
operation of the Chinatown BIA.


The Executive Director develops, executes, monitors and reports on an
array of plans, activities, and programs including, but not limited to:
● Working with the BIA Board on an annual budget
● Marketing & social media plan
● Beautification programs
● Safety programs
● Event planning and execution
● Property and street landscaping, maintenance and reporting
● Policy development, review and reporting
● Public consultation and participation
● Media, community stakeholders, public and ratepayers’ relations
● Federal, provincial and municipal governments’ relations
● Advocacy for Chinatown BIA, its ratepayers and Chinatown
community

 

Chinatown Business Improvement Area (CBIA)
The CBIA was established in November 2015 by Municipal Bylaw 43M2015 and

● Create Chinatown as a Great Visitor Experience
We work with The City of Calgary, various Chinatown organizations, Tourism
Calgary, Calgary Economic Development, and other Calgary BIAs to:
● Market, support and promote Chinatown businesses
● Host cultural events and festivals
● Keep Chinatown Clean, Safe and Beautiful
● Work with The City, land developers, builders, etc. to ensure
Chinatown remains consistent with the Asian-Chinese character,
architecture, motif, aesthetics, and language
● Work with City transportation, transit, parking authority,
eScooter/eBike companies, etc. to provide balanced modes of
transportation access to Chinatown
● Engage local Chinatown organizations for mutual development,
safety, and community beautification


Preferred knowledge, skill sets and abilities
• A good working knowledge of financial reporting, budgeting and
financial management.
• Strong business writing skills.
• Strong speaking and presentation skills.
• Ability to analyze and interpret government regulations and technical
information.
• Good planning and organizational skills.
• Ability to communicate effectively with related Associations and
stakeholders.
• Flexibility with working outside of normal office hours for board
meetings, AGM, events, media and civic engagement, and emergency
support to ratepayers.
• Proficiency in Cantonese and Mandarin is a key asset.


Responsibilities:
The Executive Director is responsible for the day-to-day administration of
the office, supervising and coaching the BIA Administrator in execution,
work plan development and implementation, maintaining and fostering
positive relationships with businesses, public officials, the media, and the
public. Monitoring and planning of special events and programs, and
assisting sub-committees where needed. The Executive Director is
accountable to the Board of the Chinatown BIA through the Chair for the
management of all the affairs and activities of the BIA in accordance with
the bylaws and policies and procedures as established by the Board of
Directors and the City of Calgary and in compliance with all laws and
government regulations.


Main Areas of Responsibility
Administration
● Involves newsletters to ratepayers and the public, correspondence,
scheduling of meetings, preparation of agendas, minutes, reports,
proposals, working with committees, assignments from the Board
of Directors, planning of events and community engagements (also
including business and marketing plans and similar duties as
required), database mailing lists, and Annual General Meeting and
special meetings coordination.
● Providing necessary documentation to The City (annual audit,
budget, and board appointments). Be prepared to speak at Council
meetings when BIA annual reports are presented or speak to
issues on behalf of BIA during public meeting.
Communications
● The primary responsibility of the Executive Director is to compile,
edit, condense and process information, for distribution to its
ratepayers and partners to build an advocacy voice of support for
its positions and initiatives.
● To assist in facilitating communications on social media for the
Chinatown BIA, including Instagram, Facebook, Tik Tok and
Website.


Resource Information and Consultation
● Provide resources to BIA members, primarily ratepayers,
● Connect with government departments (municipal, provincial,
federal), developers, property owners, members of other BIAs and
business associations, community groups and agencies who
regularly contact the BIA Office requesting information and/or
assistance on a fairly wide range of topics related to the BIA
industry.

Financial Affairs
● All financial management, liaison with BIA bookkeeper, auditors,
financial reporting, and budgeting, purchasing and related financial
affairs are a direct responsibility of the Executive Director.
● Assisting in putting together applications for grants to the
Chinatown BIA from funders, including the municipal, provincial,
federal authorities and the City of Calgary.


Marketing and Maintenance
● The Executive Director will monitor the development, execution
and evaluation of all advertising, promotion, and marketing
programs (includes print, on-line and social media) and provides
assistance as required.
Cultural Festivals and Events
● Plan, produce, and host the annual
● Chinese Lunar New Year celebration including banquet dinner,
● Chinatown Ice Sculpture Showcase,
● Canada Day festivities,
● Chinatown Stampede Breakfast, and
● our infamous Chinatown Street Festival
● any other events
With the support of corporate and community sponsors, ethnocultural
artists and performers, community partners, and local event
promoters and suppliers.


Policy Development
● When applicable, monitor legislations, regulations and issues
affecting the BIA and ratepayers and draft position statements for
review by the Board of Directors and take necessary action when
deemed appropriate.
● This role involves trying to identify legislative or regulatory issues,
primarily at the municipal level, which may impact on some facet of
the BIA. News items, press releases and referrals from ratepayers
provide the major source of awareness of a particular situation.
