Position Title: Property Manager

Reporting to: Senior Manager, Property & Asset Management

Department: Property & Asset Management

Position Summary:

As a Property Manager with a unique portfolio of 15 mixed-used cultural facilities, provides effective property administration, condominium management, facility operations and maintenance, and capital planning and asset management support to Artscape’s diverse arts & culture-focused communities of tenants, owners, and visitors, in order to create conditions for artists to thrive, ensure compliance with industry standards and legislative requirements, and support organizational sustainability and resilience.

Major Responsibilities:

Service Delivery

1. Manages property administration in accordance with industry standards, relevant legislative and code requirements, and Artscape policies, with support from the Property Administrator:

▪ Monitors accounts receivable and supports the collection of rent/common element fees and tenant/owner chargebacks

▪ Monitors property expenses and supports relevant accounts payable processes

▪ Manages the preparation and distribution of tenancy/ownership related notices and documents

▪ Manages department record keeping and supports reporting processes, including those related to funding for capital improvements, rebates, and other incentive programs

▪ Supports annual department budget planning, including the preparation of rent rolls and additional rent reconciliations

▪ Ensures compliance with social & affordable housing policies and procedures, including Rent-Geared-to-Income administration and the Home Ownership Affordability Program

2. Manages day-to-day operations of two condominiums in compliance with the Condominium Act, 1998 and the Condominium Management Services Act, 2015:

▪ Manages all board and general meetings

▪ Prepares yearly operating budgets in coordination with other Artscape staff

▪ Delivers status certificates

▪ Ensures compliance with articles, declaration, by-laws, and rules, and advises owners, tenants and other Artscape staff on compliance

Coordinates repairs and capital projects according to reserve fund budgets

▪ Collaborates with third-party condominiums in shared facilities matters

3. Monitors state of good repair across all properties and ensures effective performance of maintenance and repair work, in collaboration with Building Operators and with the support of the Senior Manager:

▪ Monitors the timely resolution of tenant/owner maintenance requests

▪ Advises on preventative maintenance and troubleshooting strategies

▪ Supports annual work planning and manages a portfolio-wide approach to unit inspections

▪ Oversees major improvement projects

▪ Monitors operation of base building systems (e.g., boilers, chillers, water treatment, HVAC, plumbing, life safety, elevators, etc.) and ensures effective maintenance practices

▪ Supports departmental processes to ensure best practices in security, custodial, and emergency responsiveness, and compliance with legislative and code requirements related to health and safety

4. Supports long-term capital planning and maintenance of all capital infrastructure across the Artscape portfolio:

▪ Delivers building condition assessments and reserve fund studies

▪ Implements and maintains property management forecasting tools and delivers regular reporting

▪ Delivers recommendations on capital planning and major improvements/repairs

▪ Manages capital infrastructure repair and improvement projects

Client/Stakeholder Relationships

5. Responds to tenant and owner concerns, ensuring top notch customer service in collaboration with other Artscape staff

6. Collaborates with other departments, including Finance, Fund Development, Community Services, and Marketing and Communications, in order to support Artscape operations

7. Supports the preparation of reporting and written updates to Artscape boards and communicates with third-party stakeholders, including the City of Toronto, as required

Problems and Organization Solutions/Opportunity/Risks

8. Identifies operating efficiencies and works with Building Operators to foster effective maintenance and facility management practices

9. Supports the implementation and maintenance of improved departmental record keeping, reporting, and other relevant administrative processes

10. Within existing authority limits, supports compliance with Artscape policies and relevant legislative and code requirements in order to minimize liability and reputational risk

11. Within existing authority limits, supports cost-effective operations across the portfolio in order to maximize organizational sustainability and resilience, and preserve affordability for Artscape communities

Leadership

1. With the support of the Senior Manager, directly manages Property Administrator and Building Operators, and indirectly manages other members of the Property & Asset Management team, including security personnel, custodians and contract staff

2. Supports professional development by acting act as a supervising licensee to Artscape staff pursuing credentials from the Condominium Management Regulatory Authority of Ontario

3. Fosters a culture of problem-solving, teamwork and customer service, and positively models the Artscape values of Creativity, Integrity, Community, Collaboration and Learning

Required Qualifications:

Technical Skills, Competencies, and Knowledge

- Professional body of knowledge with

▪ Expertise in the Residential Tenancies Act, 2006

▪ Expertise in the Condominium Act, 1998 and the Condominium Management Services Act, 2015

▪ Expertise in building operations and systems, including electrical, mechanical, plumbing, HVAC, life safety, etc.

- Specialized technical skills/knowledge relating to:

▪ preventative maintenance, major improvements, and long-term capital planning

▪ condominium governance

▪ lease administration

▪ developing and managing property budgets

Transferable/ Enabling Skills, Competencies, Knowledge and Abilities

- Comprehensive skills related to:

▪ project management

▪ property management software and Microsoft Office suite

▪ record keeping and data governance

- Strong proficiency in written and verbal communication

- Ability to identify operating efficiencies, develop strategic systems, and creative problem solving

- Demonstrated aptitude for customer service and relationship building

- Proven experience in creating high performing teams: motivating, mentoring, conducting performance reviews, etc.

- A passion for Artscape’s mission and values to create space for creativity and transform communities

Corresponding Typical Experience and Credentials:

In attaining the above skills, competencies, knowledge and abilities, successful candidates in this role typically have:

- Minimum educational attainment/ training in the form of:

▪ Certification in property management, real estate, building systems or an equivalent combination of post-secondary training

OR equivalent knowledge, skills, competencies, and abilities gained through alternative education or experience

- Minimum progressive experience in the form of:

▪ 5 years progressive experience in:

▪ condominium management

▪ property management & administration

▪ Experience working in heritage properties, social or affordable housing is considered an asset

- Designations and/or certifications in the form of:

▪ Required:

▪ General License or Transitional General License from the Condominium Management Regulatory Authority of Ontario (CMRAO)

▪ Preferred:

▪ CFM – Certified Facility Manager – International Facilities Management Association

▪ PMP – Project Management Professional

▪ CPM – Certified Property Manager – REIC

▪ FMA – Facilities Management Administrator – BOMI

▪ RPA – Real Property Administrator – BOMI

▪ RCM – Registered Condominium Manager

▪ LEED Professional – Canada Green Building Council
