POSITION TITLE: Clinical Coordinator

SALARY: $73,702 - $92,128 annually, depending on qualifications and experience
TYPE: Temporary until July 10, 2023, or until return of incumbent, Full-time, 1.0 FTE, 40 Weekly Hours
SCHEDULE: Monday-Thursday, 7:30am-6:00pm. Weekend and afternoon shifts may be required on occasion. Administrative/Clinical On-Call will be shared with the ACT Team Leader.

Reporting to the ACT Team Leader, the Clinical Coordinator (CC)shares responsibility for the daily operation and clinical supervision of a trans-disciplinary Assertive Community Treatment (ACT) team whose purpose is to meet the housing, treatment and recovery needs of homeless people living with a serious mental illness and substance abuse issues. Along with the Team Leader, the CC is a lead clinician and builds the capacity of the team by coaching, teaching and creating opportunities for in-services and cross-disciplinary learning. The CC supports the Team Leader in ensuring that the team meets fidelity standards for the ACT model, and that RainCity Housing’s values and philosophy of self-determination/choice, harm reduction and recovery are expressed in all aspects of team practice. The CC demonstrates leadership by developing a collaborative trans-disciplinary practice that is flexible and dynamic so as to meet the needs of people who have not been well served by traditional mental health services. The CC is also responsible for coordinating care with inpatient treatment and community resources, and provides direct services to clients.
In the capacity of Assistant Team Leader, the CC shares responsibility with the Team Leader for hiring, dismissal, discipline and performance evaluation of direct service staff, and acts for the Team Leader in their absence. The CC is part of the RainCity Housing management team.
Housing First is a recovery-oriented supportive housing approach that operates on the principle that homeless people living with mental illness should be offered immediate access to rent supplements so they can live in the same kinds of permanent independent apartments that are typically available to people without mental illness, and that housing should be provided without requiring participation in psychiatric or substance use treatment. Self-determination, choice and harm reduction are at the centre of all considerations with respect to the provision of housing and support services.
Clients are offered the supports and clinical services of a full service ACT team including medical, counselling and community supports. ACT is a well-researched evidence-based trans-disciplinary model. Crisis support is available 7 days a week, 24 hours a day. Program staff are closely involved in hospital admissions and discharges.
1. RN or RPN designation
2. Minimum of 5 years of experience with programs that deliver direct service to individuals living with mental illness, substance use and physical health issues
3. Experience with supervising programs is preferred, including budgeting, program planning, policy development, and labour relations
4. Active registration with a regulatory college under the Health Professions Act (HPA)
5. Current First Aid and CPR certification
6. A clear vulnerable sector criminal reference check
7. Class 5 driver’s license
8. Advanced knowledge in:
• Practices for populations with complex needs related to mental health issues, substance abuse, and homelessness
• Mental health diagnoses, medications, treatments, support resources, and strengths-based recovery model
• Related physical health issues (e.g. HIV and Hepatitis C), including diagnoses, treatment, and support resources
• Oppression and marginalization, specifically as related to Indigenous people, Black people and People of Colour and people living with mental health and/or substance abuse issues
• B.C. health care and social services system
REQUIRED SKILLS, ABILITIES & KNOWLEDGE
Education, Training and Experience
• Masters degree in a clinical specialty from a recognized program; or Baccalaureate of Nursing, Psychiatric Nursing or Health Sciences (Psychiatric Nursing).
• Minimum five (5) years community mental health experience.
• Supervisory or management experience and training is preferred.
Skills and Abilities
• Knowledge of the BC Residential Tenancy Act
• Knowledge of the Ministry of Social Development and Social Innovation programs and benefits
• Advance computer skills including MS Office
• Ability to operate a computerized client care information system and word processing, spreadsheet, Internet and e-mail software, and smartphone, and related equipment.
• Experience and knowledge of evidence based practices and mental health recovery models, including strengths-based case management.
• Experience with assessment and treatment of urban homeless populations with serious mental illness, substance addiction and complex health conditions.
• Demonstrated knowledge of the Mental Health Act, ACT model, psychopharmacological interventions and psychiatric disorders, integrated concurrent disorders treatment, harm reduction, motivational interviewing, and anti-oppressive practice.
• Member in good standing of a professional association designated the B.C. Health Professions Act.
• Valid class 5 BC Drivers License and acceptable drivers abstract and full time use of a reliable vehicle
• A demonstrated ability to manage both operational and clinical crisis
• An equivalent combination of education and experience may be considered
• Physical ability to perform the duties of the position such as, but not limited to working in all-weather conditions, sitting/driving for long periods, assisting with packing and moving household items, lifting/carrying items up to 30lbs, climbing stairs.

• Fostering collaboration with internal and external stakeholders
