Description of Programs and Position: Our Foundations in HVAC (Heating, Ventilation, Air Conditioning), and Foundations in Network Cabling Bridging Programs assist internationally trained professionals to become certified and job ready. Participants in each program are provided with training and certification to successfully integrate into the job market. The full-time Job Developer is an important member of the team who will be responsible for establishing new relationships with employers, finding appropriate job placement opportunities for program participants (internationally trained professionals), and ensuring that job retention is achieved. The Job Developer is also responsible for delivering pre-employment workshops, providing job coaching to participants, and other essential duties in both programs.

  • Position Type: Full-time (37.5 hours per week)

  • Location: This opportunity is currently structured as a hybrid-remote position comprised of work-from-home functions, local travel within the Greater Toronto Area (GTA), and on-site work when needed from a base office at Yonge & St. Clair in Toronto. The successful candidate must possess a valid Ontario G driver’s licence and access to a reliable vehicle. The hybrid-remote schedule is contingent on appropriate work-from-home space and high-speed internet. Company laptop and cell phone provided.

Please note: Full-time employees in their first year with The Career Foundation are normally provided with a term employment agreement until they have reached one year of service, at which time if all is going mutually well they are offered indefinite employment.

Responsibilities include but are not limited to the following:

  • Facilitates the placement of internationally trained professionals into full-time employment (HVAC and Network Cabling industries).
  • Conducts marketing and outreach activities to employers, community agencies, and within the community in general to promote the programs and recruit new, eligible participants.
  • Effectively presents the programs to community partners and potential participants in a clear manner ensuring that they understand the programs’ objectives and time requirements.
  • Establishes relationships with employers in HVAC and Network Cabling industries and continuously develops job placement opportunities for program participants.
  • Develops a minimum of 2-3 new employer contacts weekly and 8-12 new employer contacts monthly.
  • Attends networking events, conferences, and hiring fairs to connect with new employers to promote the programs.
  • Ensures that employers meet all eligibility requirements and conducts at least one site visit per employer prior to coordination of job placements to confirm that program participants are provided with suitable and safe work environment.
  • Assists program participants in targeting suitable employment opportunities based on certification and experience.
  • Prepares and supports participants for interviews.
  • Coaches and supports participants in the initial stages of employment while maintaining relations with employers.
  • Monitors all job placements, oversees training plan development, and conducts ongoing follow-up to ensure that successful employment outcomes for program participants are achieved.
  • Liaises with employers to identify and obtain job leads for program participants.
  • Works closely with the Employment Specialists to ensure that service reflects participants’ needs, abilities, and employment goals.
  • Prepares and submits job development activity report on a regular basis.
  • Conducts job search workshops and cold calling to employers as part of job coaching to program participants.
  • Conducts regular check-ins and follow-up calls with all active participants and employers.
  • Coordinates events including hiring fairs, webinars, and information sessions to support employer needs and attract new participants.
  • Other duties as assigned.


  • Post-secondary degree or diploma in human services, social sciences or related field preferred, or an equivalent combination of education and practical experience is required.
  • A minimum of two years’ experience in job development, recruitment, employer outreach, and/or job coaching is required. Experience or knowledge in the trades, especially in HVAC and Network Cabling industries or relevant fields, considered a strong asset.
  • Experience working with and supporting internationally trained professionals, job seekers with disabilities, and newcomers considered a strong asset.
  • Knowledge of current labour market trends, especially in the trades, the impact of COVID-19 on the labour market, job search techniques and employment research methods is preferred.
  • Proven track record in a results-driven environment and solid experience in meeting or exceeding targets is required.
  • Excellent written and verbal communicational skills with the ability to clearly community information and develop formal business documents.  
  • Exceptional customer service skills and ability to uphold the organization’s service standards, policies, and core values.
  • A professional and courteous approach to client service with a high level of respect for the diversity of the people served.
  • Flexible and positive approach to work and willingness to take initiative to lend assistance where needed to ensure that the team is successful in meeting project goals.
  • Proven ability to work independently and build strong working team relationships.
  • Advanced proficiency in Microsoft Office Suite (Word, PowerPoint, Excel), as well as Zoom, and Outlook 365 applications, including Teams, SharePoint, Forms, and Bookings.
  • Punctual, self-motivated, and self-directed.
  • Ability to maintain sensitive information, exhibit tact, diplomacy and good judgment, while upholding standards of professionalism, ethics, and confidentiality.
  • Flexible to work outside of normal business hours when needed, during peak periods.
