Location: Flexible - London / Ottawa / Berlin / Brussels preferred.

Salary: Competitive, depending on experience and location.

Contract: Initial 12-month contract, open to negotiation.

The Powering Past Coal Alliance (PPCA) is a global coalition of national and sub-national governments, businesses and organisations working to advance the transition away from unabated coal power generation. Together, the PPCA advocates that shifting away from coal power generation is essential for clean air, healthy communities, sustainable economic growth, and a safe climate. A timely transition is necessary to meet the international climate change commitment to keep global temperature increases to 1.5°C. Since its launch in November 2017, the PPCA has grown to 165 members and sees increasing demand to support international cooperation and knowledge exchange. The second half of 2021 saw the PPCA at the forefront of the UK COP26 Presidency efforts to ‘consign coal to history’. 

 

Following on from a momentous year, the PPCA now forms a central part of efforts driving the global coal-to-clean power transition. As the PPCA approaches its fifth anniversary, it will continue to grow in activities and impact to take this work to the next level. The PPCA is aiming to use the momentum created by COP26 to further the transition from coal to clean energy, including via Germany’s Presidency of the G7 and COP27 in Egypt. 

 

The PPCA draws strength and influence from the fact that it is a government-led organization, backed principally by Canada and the United Kingdom as the co-leading governments of the PPCA. Canada’s Minister of Environment and Climate Change and the United Kingdom’s Secretary of State for Business, Energy, and Clean Growth serve as co-chairs of the Alliance.

 

The PPCA Secretariat is the vehicle for providing dedicated capacity to support the PPCA members, working directly with co-chair government representatives in support of the Ministerial Co-Chairs. The Secretariat team operates as a dedicated unit co-hosted by think tanks E3G and the Pembina Institute, who also provide expert analysis, advice, and administration in support of the Secretariat, co-chairs, and Alliance members.

 

The PPCA Secretariat has recently secured multi-year funding and is now embarking on an exciting transition in support of its members. With the team set to grow from three to eight+ staff members over the coming months, we are seeking talented and enthusiastic candidates to join us in this endeavour.

 

Reflecting this growth, the PPCA is now recruiting a new position of Head of Secretariat, who will lead the growing PPCA Secretariat team into a new phase of expanded activities and influence. The role holder will oversee the PPCA Secretariat and its activities, ensuring smooth day-to-day operations, effective outreach, proactive engagement of members and partners, and impactful communications They will work closely with the PPCA’s co-chairs to develop and implement a long-term strategy, with support from the PPCA Secretariat team. The role holder will be a representative for the Alliance and maintain strategic partnerships with members, partners and other key stakeholders.

Given the international nature of the activities of the PPCA, there is an expectation that the role holder will be able to undertake international travel and be available for occasional meetings outside regular business hours and across multiple time zones.

 

The preferred location for the role holder is in one of E3G’s or Pembina Institute’s offices located in Europe and North America (e.g., London, Ottawa, Brussels, Berlin, Washington). Candidates must have the right to work in their prospective location.

 

Indicative salary range is of £60,000 - £70,000 / €84,000 –  €96,000 / CAD$96,000 - $113,000, dependant on experience and location of the chosen candidate. Applications are welcome from individuals interested in undertaking a secondment or extended leave of absence / career break. We are open to negotiating contract length beyond the standard initial 12 months.

 

The PPCA offers flexible working arrangements and operates a balanced office/home based working approach, with 25 days of paid vacation. We are open to exploring optimal working arrangements with the successful candidate.

 

Role and Responsibilities

  1. PPCA Guidance and Support
  • Accountability to the PPCA co-chairs and Steering Committee on implementing the PPCA’s annual strategy, providing support and advice on plans to deliver and strengthen the Alliance’s strategic objectives.
  • Make judgement calls and identify responses in reaction to unfolding real-world events.
  • Build and maintain good lines of communication with PPCA members and other key strategic partners and stakeholders, mobilising members and partners in pursuit of the PPCA’s strategic objectives.
  • Supervise and support all strands of the PPCA activities, including engagement, knowledge exchange and communications, in support of PPCA members and partners as they develop and implement their coal transition strategies.
  • Ensure the Secretariat’s role is appropriately presented in engagement and decision-making in relation to the co-chair governments and their respective Ministerial Co-Chairs.

 2. PPCA Secretariat Leadership and Administration

  • Design, advise and implement the PPCA Secretariat annual work plan.
  • Oversee the programme and financial management of the Secretariat. Develop a funding strategy and ensure a sustainable and effective growth pathway for the organisation.
  • Manage existing and new relationships with PPCA donors.
  • Regularly review structures and processes within the Secretariat to ensure that they remain fit for purpose for support to the PPCA, particularly in the light of organisational growth.
  • Provide managerial oversight to the PPCA Secretariat team, including recruitment, supervision, delegation, strategic advice, staff appraisal, and professional development.

3. Communication and Representation

  • Act as the PPCA’s lead contact point for other organisations, decision makers, stakeholders and the media, and provide effective representation at relevant international fora in support of the Co-Chairs’ role as the public “face” of the Alliance.
  • Work closely with the co-chairs and steering committee to ensure effective representation of the PPCA across political, diplomatic, and policy venues.
  • Provide transparent and effective communication, both within the organisation and externally.

 

Candidate Profile

Essential Experience:

  • At least 7+ years of senior-level experience in diplomatic and / or governmental contexts, demonstrating strong team leadership skills, strategic vision and sound judgement.
  • Excellent network / partnership development skills, with the ability to coordinate and work closely with a broad breadth of stakeholders, in particular national and subnational governments, private sector and civil society organisations.
  • Creative thinker with strategic vision, acute critical thinking and broad policy knowledge.
  • Ability to communicate eloquently and diplomatically in different contexts, such as bilateral meetings with decision makers and internal team interactions.
  • Ability to work independently and take decisions confidently for the good of the organisation with respect to the relationship of the PPCA Secretariat to its co-chair governments, displaying emotional intelligence and operating in a friendly and motivating manner.
  • Demonstrated interest in the core mission and values of the PPCA.
  • Excellent IT skills, including Teams, Zoom, MS Word, Powerpoint, Excel, Outlook etc. 
  • Proficient written and spoken English language skills. 

 

Desirable Experience:

  • Previous senior role(s) in a Secretariat.
  • Advanced understanding of international energy policy, energy transition and climate change / mitigation issues and solutions.
  • Experience with diplomatic protocol and Ministerial-level relationships.
  • Experience in fundraising and grant portfolio management.
  • Existing network of relevant contacts linked to the PPCA’s work.
  • Experience with media representation.
  • Additional language skills welcome, particularly French and / or German.
