Major Purpose

Reporting to the Finance Manager, Program, the Senior Finance Analyst, MAMP, will be responsible for providing the financial support services for the Municipal Asset Management Program (MAMP). The Senior Finance Analyst, MAMP will coordinate all aspects of the finance and accounting activities, ensuring compliant and timely reporting and reviewing contractual agreements to ensure compliance with contribution agreement with INFC

Key Responsibilities

  • Prepares/reviews monthly and quarterly financial reports. 
  • Analyzes financial results, explaining any major discrepancies against budget, presents financial results to senior management and external funders.
  • Leads all grants audit processes, liaises with grant recipients to conducts audit processes as per FCM’s approved audit policies and procedures; writes audit reports, including any discrepancy and recommendations reports to the Finance Manager; and follows up with recipients on audit results and action items.
  • Coordinate with Program Managers to liaise with INFC and other funding agencies with respect to all financial aspects of assigned projects.
  • Reviews material grant contracts and disbursement requests to ensure compliance with donor’s contracts regulations and requirements.
  • Prepares/reviews monthly and quarterly cash reconciliations.
  • Coordinates the project annual work plan budgeting process including providing advice to senior managers concerning budgeting tools and staffing scenarios to be used in their budgets.
  • Develop and deliver financial training sessions to program staff.
  • Works with program team on mid-term revisions / realignments of program implementation plan budget for INFC,
  • Provides strategic advice to Program Director and Program Manager on the financial management of the program and the implications of decisions on project.
  • Supports the Finance Manager, Program on ad-hoc projects.
  • Responsible for document retention

Knowledge and Experience

  • Experience in accounting or finance typically acquired through a college or university degree and a minimum of 7 years direct practical experience in an accounting role, including 2 years in a management or leadership capacity
  • Strong knowledge in budget preparation and monitoring, fund accounting, and preparation and analysis of financial statements and reports.
  • Excellent computer skills: Microsoft Office Word, Excel, Internet, email. SharePoint; experience working with Great Plains, MS Management Reporter and databases CRM
  • Strong knowledge and understanding of GAAP (Generally Accepted Accounting Procedures).
  • Solid analytical and problem-solving skills.
  • Ability to organize and coordinate service-oriented activities.
  • Ability to write specifications for report automation.
  • Ability to work with teams, with people of different cultures, and to work at a detailed level to understand the larger picture.
  • Strong oral and written communication skills.

Language Requirements

  • The ability to work fluently in French and in English (both written and spoken) is considered a strong asset
