Director, Client and Funding Services – Green Municipal Fund

Major Purpose:

Reporting to the Senior Director, Client Services, Funding and Investments, the Director, Client and Funding Services (CFS) is responsible for strategic and functional leadership, planning activities and management of all aspects of the client and funding services offered by the Green Municipal Fund (GMF). Key responsibilities include overseeing the work of the Programs Outreach team, managing the review and approval of GMF funding applications, managing and the contracting and disbursements of funds for approved municipal and private sector environmental initiatives.


The Director, CFS leads the unit’s work to ensure that GMF’s funding products and associated processes are aligned to client needs and optimized to enable innovation and stacking with other sources of funding from public and private sector sources. The Director, CFS also plays an active role in understanding how to lever additional investments into municipal sustainability projects beyond those being directly supported by GMF funding in order to enable broad replication and mobilization of environmental solutions in the municipal sector. The Director, CFS serves as a leader in internal and external brokering of agreements to ensure that GMF supports and ensures the success of the most transformative opportunities.


Key Responsibilities:

  • Provides leadership in the development and management of a leading, innovative funding program that meets all compliance requirements of the GMF funding agreement, delivers on business objectives and provides optimal value to GMF’s clients and stakeholders;
  • Builds and maintains relationships with key public and private sector funding counterparts to enable efficient stacking and co-investments with entities with objectives aligned with GMF/FCM and to ensure awareness of current best practices and trends in municipal project funding;
  • Oversees the work of the Programs Outreach team to maintain a balanced and diversified portfolio of projects that meets regional, sectoral and program results objectives while optimizing financial returns for the endowment;
  • Oversees CFS unit strategy and Annual Plan development, and works with team to meet overall funding approval target, withdrawal rates, disbursement metrics as well as other key metrics.
  • Builds and fosters a performance culture that consistently achieves the CFS unit’s objectives;
  • Provides strategic advice and recommendations to the Senior Director, Client Services, Funding and Investments of the GMF and the GMF Council on a range of issues related to overall funding program performance and individual municipal environmental initiatives;
  • Provides oversight, advice and expertise to the team as required on project structuring and financial matters related to complex project proposals, recommendations and briefing materials for the GMF Council, loan/grant agreements and disbursements;
  • Takes a leadership role in building consensus around risks worth taking and brokers alignment of key internal stakeholders to support transformative, high value projects;
  • Directly oversees the work of the Contracts Administration Officer with regard to the usage of external counsel in contract negotiation and further streamlining of the contracting process;
  • Leads negotiation efforts on key financial and project structural matters;
  • Offers occasional direction on strategic aspects of projects to the Risk Committee (RC), which is tasked with ensuring GMF appropriately balances its public policy mandate with sound risk management practices and fund sustainability, both for individual transactions and at the strategic/portfolio and planning levels;
  • Participates in the finalization of funding recommendations made to the RC regarding high-level/strategic issues on loans;
  • Regularly interfaces with clients to understand their needs and to ensure that GMF’s funding offer remains relevant;
  • Works with managers to maintain focus on priorities, provide staff support and direction related to staff workload, delegation and empowerment;
  • Carefully monitors GMF’s funding performance and ensures that annual and long-term funding targets are met in a way that derives maximum results for the program;
  • Provides direction and advice to the team ensuring that proper processes and tools are in place to support effective and efficient delivery of funding and reporting requirements;
  • Works closely with FCM managers and senior managers, particularly in the Risk Management Unit, Finance, Marketing, Governance, Program Performance, Capacity and Sector Development and the Senior Director’s Office, ensuring effective communications on issues and projects of joint interest or responsibility;
  • Ensures horizontal coordination and the integration of plans and activities, through the leadership of or active participation in, established FCM Programs practice groups; sub-committees; and strong relations with colleagues, in particular to ensure consistency where relevant and cross-learning with other FCM funding programs;
  • Responsible for the overall leadership of the GMF CFS unit, which includes but is not limited to formulating and implementing the annual business plan, setting goals and objectives, the direct management of staff, recruitment, employee development, coaching, performance improvement planning, terminations, annual performance evaluations, managing budgets, inspiring a shared vision within the unit, fostering an equitable environment, continuous process improvement and encouraging clear communication of messaging to the unit.
  • Ensures clear objectives are set by the CFS unit that will best support the GMF in achieving its strategic objectives and builds and fosters a performance culture that consistently achieves these objectives.

Knowledge, Experience and Skills:

  • University degree in Business Administration, Finance, Engineering or Environmental Sciences, or related field. MBA or Masters’ degree is considered an asset;
  • Minimum of 10 years of progressive experience in funding programs or project management with demonstrated knowledge and experience in structured lending and project financing in the private sector, including a minimum of 5 years of experience leading professional teams of staff;
  • Strong people leadership skills (influencing, coaching, challenging, motivating) and ability to delegate, monitor and follow up on projects;
  • Strong knowledge and experience in complex project or file management, including the financial and legal aspects of contract negotiation;
  • A proven track record of structuring and negotiating complex deals;
  • A good understanding of emerging clean-tech and environmental solutions relevant to the municipal sector;
  • Strong network with public and private sector investors;
  • Strong knowledge of public policy, priorities, trends and delivery mechanisms related to sustainable development and the environment with emphasis at the municipal level;
  • Strong client service orientation;
  • Financing and lending experience involving Canadian municipalities and their partners is considered an asset;
  • Exceptional leading and initiating skills; can proactively develop strategies and align resources to meet future needs;
  • Exceptional strategic/conceptual skills;
  • Excellent interpersonal skills including negotiation, conflict resolution and the ability to influence to get results;
  • Excellent judgment and decision making skills;
  • Excellent verbal and written communication skills including group presentations;


  • The ability to work in both official languages (English and French) is an asset.


  • Up to 25% requirement to travel, typically within Canada.
