Job Title: Program Manager, Community Inclusion - Day Program

Closing Date: August 18, 2022

Start Date: ASAP  

Job Summary:

The Program Manager provides planning, management, and administration of the Day Program supporting people with diversabilities (also known as “developmental disabilities”). The Program Manager prioritizes and applies values of diversity and inclusion and their associated practices throughout all work activities.

Location: Primarily Joan Crescent.  Also, McKenzie Avenue & Wale Road

Hours of Work: Monday to Friday, 35 hours per week, 8:00 a.m. – 3:30 p.m.

Key Duties and Responsibilities:

  • Manages the day-to-day operations and staff assignments for a specific program(s)
  • Ensures that program standards, policies, and guidelines of the organization are maintained
  • Develops, implements, and evaluates the program(s)
  • Ensures that all accreditation and other applicable regulatory standards are met
  • Oversees expenditures within budget and makes recommendations
  • Takes responsibility for ensuring that appropriate systems and resources are in place to support and maintain the program(s)
  • Ensures that accurate program and client records (e.g., individual program data, case notes) are maintained and produces reports as required
  • May work in the delivery of direct care services in the specified program(s) and perform tasks including but not limited to: general client care and/or supervision, counselling, performing assessments, developing care plans, coordinating the placement of clients into appropriate programs/services, client/caregiver training, and evaluating progress of clients
  • Adheres to agency values and principles and promotes and models these. Ensures that staff support the agency mission, vision, values, strategic goals, and policies
  • Works in consultation with senior management to formulate program policies and procedures
  • Contributes to agency strategic planning and participates in the implementation of the strategic plan
  • Provides leadership in identifying new program/service opportunities and participates in program development and design consistent with the agency’s strategic plan
  • Participates on agency and external committees that contribute to the sustainability of the agency
  • Accountable for meeting all targets in terms of contracted service hours, number of persons served, and maximizing allowable staffing levels as per program budget
  • Leads the recruitment and selection of program staff, organizing hiring panels, and making hiring decisions
  • Orients and provides training to staff and/or practicum students
  • Establishes performance expectations, provides feedback on performance, and conducts performance evaluations
  • Investigates complaints filed by clients and staff, as defined in the agency’s conflict resolution and/or ethical practice procedures and consistent with the collective agreement, where unionized staff are concerned
  • Promotes public awareness of and supports for the program(s). Represents the agency at community events
  • Develops and maintains positive relationships with government officials, Home Share providers, and other community members
  • Performs other related duties as required

Education, Training, and Experience:

  • An undergraduate degree in social work, counselling, or a related field, or the equivalent in education and experience
  • Previous direct program delivery experience in the sector, with a demonstrated working knowledge of specific community-based programs and related provincial and community support services systems, applicable legislation and policies, issues surrounding assigned program(s) and/or geographic operations, is also required.
  • Previous program management experience is required, preferably within the social services sector.
  • Previous experience managing in a unionized environment preferred.
  • Previous experience in an accredited organization preferred.

  • Excellent oral, written, facilitation, and interpersonal communication skills
  • Demonstrated teamwork, leadership, supervisory skills, and a strong commitment to principles of collaboration
  • Ability to work effectively with program staff, funders, and other agencies and organizations
  • Good time management skills

Additional Information:

  • This position requires the ability to function independently and frequently under pressure while managing multiple concurrent projects and deadlines, including effectively managing emergency situations.
  • Program delivery activities may require a moderate level of physical fitness to effectively carry out duties of the position.
