Officer - Learning Management, Monitoring & Evaluation

Major Purpose:

Reporting the Advisor- Monitoring & Evaluation, the Project Officer develops and delivers programming to support capacity building objectives and continuous improvement activities in the priority GMF areas, specifically in broad reach programming, facilitating learning, designing new or innovative learning approaches and refining GMF’s knowledge management systems, such as the learning management system (LMS). The Project Officer will identify opportunities to improve internal processes, measuring, and documenting current state using different visualization tools, and collaborating with team members to facilitate improvements to maximize efficiency.

The Project Officer also supports the implementation of best-in-class Monitoring, Evaluation, Learning and Knowledge Sharing (MELKS) strategies for the capacity development activities of the Green Municipal Fund. Activities include the implementation of the M&E planning and reporting cycle (for example, quarterly and annual reports and management of dashboards for data collection).

Key Responsibilities:

Learning Management System (25%)

  • Create supporting materials for course design, learning design and course management on the LMS.
  • Manage the administration of FCM-wide learning management system, including supporting other units in developing courses, managing user accounts and liaising with the vendor for contracting and development support.
  • Support the development and implementation of an FCM-wide learning management system strategy, in coordination with the Advisor- Capacity Building.
  • Support the integration of tracking metrics from the Learning Management System into FCM’s performance measurement frameworks, including creating reporting templates and dashboards.

Monitoring and Evaluation (35%)

The project officer will support the following activities:

  • Refinement of planning and reporting processes, templates and tools as required to ensure compliance with GMF’s Performance Measurement Framework (PMF) and all reporting requirements stated in the Contribution Agreement.
  • Data collection and analysis for the Annual Progress Reports through the GMF Annual Report and quarterly progress reports.
  • Preparation of results-related materials and presentations for meetings of GMF’s governance and management bodies (i.e. GMF Council, and FCM’s Board of Directors).
  • Preparation of presentations on capacity development activities and impacts at various external stakeholders’ events (e.g. thematic workshops, annual conferences).
  • Support the work of capacity development program staff on qualitative data collection.
  • Support the knowledge translation from outcome and output related data analysis to inform planning, future program design, as well as learning and decision-making efforts during Quarterly Team Retreats, implementation partners’ workshops, as well as management meetings.

Capacity Building and Continuous Improvement (40%)

  • Support the design and development of awareness raising and inspiring programming related to GMF’s core funding areas through the delivery of new or first-of-kind capacity building products and services (such as case studies, webinars, workshops, guidebooks, etc.).
  • In collaboration with key internal stakeholders, identify, develop, optimize and implement best practices and business processes within capacity development with the objective of achieving operational excellence.
  • Gather and analyze data, investigate, and analyze bottlenecks and inefficiencies to seek data driven solutions.
  • Trace processes and process maps from stakeholder requirements, with a focus on enhancing automation of process tools.
  • Identify and analyze needs, trends and opportunities in order to continually improve the overall effectiveness of capacity development initiatives and approaches.
  • Assist in driving a culture of continuous process improvement within the CD team and GMF.
  • Support the development and delivery of innovative or first of kind knowledge tools, resources and activities that support municipalities.
  • Support the development and refining of knowledge management systems for the Capacity Development team, liaising and collaborating with other GMF units.
  • Empower capacity development staff to maximize program results when delivering capacity development activities and services for municipal staff, elected officials.
  • Maintains up-to-date knowledge of effective and innovative capacity building tools and approaches.

Knowledge, Experience and Skills:

  • Minimum of 3 - 5 years of professional experience designing and delivering initiatives which connect diverse stakeholders (e.g. government, not-for-profits, private sector, etc.) to deliver on capacity building approaches, adult education, online learning and engagement, the transfer of skills and knowledge; build capacity; and measure impacts.
  • University degree in environmental studies or public administration, or a related discipline with strong background in organizational learning, adult education, or equivalent.
  • Experience using knowledge sharing tools and platforms (e.g., Learning Management System, Client Relationship Management Database e.g. CRM365, data visualization software e.g. Power BI).
  • Experience in using learning management systems and developing content (for example, online learning courses).
  • Experience designing and facilitating participatory forums, workshops, online courses and/or training sessions for knowledge development and sharing.
  • Knowledge of continuous improvement methodologies (Lean, problem solving, Six Sigma…);
  • Experience in impact measurement and evaluation utilizing a broad range of quantitative and qualitative tools and methods.
  • High level of comfort in understanding data analysis and synthesizing findings.
  • Experience engaging and collaborating with diverse stakeholders related to governance processes, capacity building and project/program design and implementation.
  • Strong knowledge and experience in the area of sustainable municipal development, environmental issues, and program management.
  • Knowledge of the Canadian municipal sector structure, needs, and capacity.
  • Experience in group facilitation and consensus building.
  • Excellent communication and presentation skills (written and oral). Includes the ability to coordinate and work with multi-disciplinary teams, lead meetings and make formal presentations to high-level audiences.
  • Excellent customer service skills.
  • Excellent interpersonal and influencing skills with the ability to establish support and credibility at all levels within and outside the organization.
  • Strong research and analytical skills.
  • Ability to spearhead and work independently on projects using excellent judgement.
  • Excellent project management skills with strong ability to multi-task.
  • Ability to administer small budgets, allocating funds for events or travel support, correcting for variances as needed.
  • Strong political acumen and diplomacy.
  • Capacity to work in a changing environment and willingness to take on new or evolving responsibilities.

 Language Requirements:

  • The ability to work in both official languages is considered a strong asset
