 TITLE:                            LINC Program Lead

 POSITION STATUS:    Part Time – Permanent (Non-Union)

 SCHEDULE:                 Monday to Friday (8:30 am to 4:30 pm)

 REPORTS TO:              Director of Educational Services

Reporting to the Director of Educational Services, the Language Instruction for Newcomers to Canada (LINC) Program Lead oversees all aspects of LINC program at BRCCED.  The LINC Program Lead is responsible and accountable for the daily functioning of the programs along with managing staff and consumers.




  • Accepts referrals and assesses learner feasibility and eligibility for the LINC program.
  • Arranges for LINC applicant’s English reading and writing evaluations, by YMCA LINC, and internal ASL evaluations, to determine needs of potential LINC learners.
  • Ensures completion of internal and government-required application forms for LINC learners.
  • Ensures the LINC staff members have an in depth understanding of the Canadian Language Benchmarks and the PBLA binder and the information is applied in the instruction of LINC learners
  • Ensures all staff understand the requirements as outlined in the IRCC Service Agreement and support staff as they work towards meeting the objectives.
  • Acts as resource for outside individuals, families, other agencies and services regarding the LINC program, program development, and the development of networks and workshops.
  • Develops and/or implements outreach strategies to reach potential new learners.
  • Works collaboratively with the LINC funder, Immigration, Refugees and Citizenship Canada (IRCC).
  • Follows the organization’s Policies and Procedures and ensures staff compliance
  • Assist instructors to adapt materials/curriculum to match student’s needs.
  • Responsible for recruitment, gathering new employee paperwork and training of staff for the LINC program.




  • Diploma or Degree in Adult Education or related field.
  • 3 to 5 years related experience working in a LINC program.
  • Knowledge of IRCC (LINC) requirements an asset.
  • Fluency in American Sign Language.
  • Knowledge of Deaf culture, Linguistics, and the Deaf community.
  • Experience working with Newcomers to Canada an asset.
  • Excellent command of the English language.
  • Advanced computer skills.
  • Strong leadership, organizational and interpersonal skills.
  • Ability to maintain professionalism and confidentiality at all times
  • Ability to multitask and meet deadlines when faced with competing priorities
  • French/LSQ an asset
