What you’ll be doing

Reporting to the Executive Director, Regulatory Programs Transformation, the Director, Research and Evaluation (R&E) is responsible for the development, implementation, and evaluation of BCCNM’s research and evaluation program. The research and evaluation program serves to profile and publish BCCNM regulatory innovations and to contribute to building a regulatory knowledge base. The Director, R&E also contributes to the development of data structures and metrics development that support effective program reporting that leads to policy congruence, integration, and ongoing improvements and innovations across all regulatory functions. 

Key responsibilities include:

  1. ​​​In consultation with the ED, RPT, RPP Leadership Team and staff, develops, implements and evaluates operational and strategic plans for the research and evaluation program, in alignment with BCCNM’s mandate, regulatory philosophy, organizational strategy and priorities.
  2. In consultation with the ED, RPT, leads data analysis, reporting and research focusing on identifying patterns, gaps and trends. Creates regulatory knowledge from these findings and share them internally for greater policy congruence, integration, and ongoing program improvements.
  3. Publishes regulatory work externally to contribute to the body of knowledge and to influence best practices in regulation.  Partners with key leaders internally and externally, including Ministry of health, Universities, other health organizations and foundations, to evaluate and report on emerging issues, trends and solutions.
  4. In collaboration with the Organizational Measurement & Evaluation Consultant and RPP Leadership Team, develops and implements an evaluation framework to support future state programming and effective internal and external reporting.
  5. In collaboration with the RPP Leadership Team and Information Management (IM) staff, develop data structures required for effective reporting and evaluation.

Your education & skills ​

  • ​Ph.D. in Health Policy, Healthcare Administration, or a related field.
  • Minimum 7 to 10 years’ experience in managing research development, publication, and program development, preferably in governance and regulation. Demonstrated leading edge research and evaluation outcomes resulted in knowledge translation, innovations, organizational problem solving and/or significant improvements.
  • Demonstrated experience in planning and executing either research-oriented or other types of projects that has a research or evaluation component. Understanding of project management methodology to support projects and teams. Proven experience managing or overseeing multiple simultaneous projects with strong time management, organization and prioritization skills.
  • Strong leadership ability and demonstrated management skills within a unionized and professional environment required.
  • Keen interest in supporting health system innovation and sustainability through supportive regulatory structures and functions. Proven experience in collaborating and integrating across functions.
  • Excellent oral and written communications skills; ability to communicate effectively with individuals at all levels of the organization.
  • Excellent presentation skills with strong ability to adapt to varying audiences; able to translate research data and findings into relatable information for those receiving it.
  • Strong writing skills; demonstrated expertise in journal publications and/or presentation of research and evaluation.
  • Demonstrated ability to lead and adapt to change initiatives and support management teams. Capacity to respond quickly to changing demands and priorities under tight timelines.
  • Politically astute and culturally sensitive. Ability to interact professionally with all levels of personnel both internally and externally.
  • Advanced skills in MS office including Excel, PowerPoint and Word required. Working knowing of MS SharePoint and MS CRM or similar programs an asset. Demonstrated ability to learn and adapt to online systems and tools.
  • Demonstrated understanding of diversity, inclusion, and cultural humility as they apply to nursing and midwifery practice and health care is an asset.
