Introduction:

 

ICES is currently seeking a highly motivated Information Management Analyst for our Data Quality and Information Management Department. Reporting to the Manager, Information Management, the Information Management Analyst is responsible for the import and maintenance of large health services data sets in a SAS/UNIX environment under stringent confidentiality and security guidelines. The Information Management Analyst will convert the administrative data to SAS datasets, perform data cleaning and validation activities, document data characteristics, and conduct routine magnetic tape archiving and implementation of ICES data destruction policy. The Information Management Analyst will assume data management and processing responsibilities of ICES record linkage research projects.  He/she will demonstrate a comprehensive understanding of specific ICES data holdings and ICES’ privacy, confidentiality and security policies and guidelines.

 

Responsibilities of the position include, but may not be limited to:

 

  1. Recode any direct personal identifiers as it arrives at ICES as the first use;
  2. Develop and process SAS programs to convert administrative and study data files to SAS datasets;
  3. Act as an ICES Administrative Data Covenanter;
  4. Perform data cleaning and validation activities, documentation of data characteristics according to P&B standards and guidelines;
  5. Perform electronic archiving of specific ICES databases;
  6. Carry out data destruction following ICES data destruction policy;
  7. Receive data collected in ICES primary data collection projects and prepares for the ICES research environment (UNIX);
  8. Perform ad-hoc data transferring requests;
  9. Communicate with Technology department, Research Program Managers, and/or Project Managers to solve data issues;
  10. Communicate with ICES data providers as necessary;
  11. Other duties as may be assigned within the scope of this position.

 

Knowledge, skills and abilities required: 

 

  • Bachelor’s degree in computer science, Biostatistics, or related field;
  • 3 years of related work experience;
  • Working knowledge of principles of computer systems architecture, database design and record linkage methodology;
  • Good SAS programming skills;
  • Excellent understanding of the concepts of data privacy, confidentiality and security practices;
  • Understanding of the UNIX operating system for data security management practices, ICES Primary Data Collection Utility and how to use administrative data in health services research is an asset;
  • Good organizational skills;
  • Excellent oral and written communication skills.

 

Security clearance may be required.
