The Role:

As a Learning and Development Advisor at CLBC, you will lead an organizational learning portfolio and be responsible for full-cycle instructional design, facilitation of learning, and development of programs and courses, as well as ongoing course/content maintenance. You will ensure that departments and regions support and drive organization-wide learning through their ongoing activities.

In this role, you will:

  • Lead the client consulting process by engaging with sponsors, subject matter experts (SME), and other project team members, and by partnering with departments, regions, and People Development team members to develop learning and training solutions that address current and future organizational needs and strategies
  • Provide effective full-cycle instructional design and facilitation to steward a highly engaging and interactive learner experience by using a variety of adult education modalities, such as leader-lead (classroom and virtual), e-learning, blended learning, intranet toolkits, and more

  • Manage multiple projects simultaneously; developing and maintaining comprehensive project plans and timelines to ensure successful completion of work

Essential to your approach as the Learning & Development Advisor is a desire and an aptitude to focus on content accuracy and the effectiveness of the training solutions you create, and the consulting and development processes to ensure efficiency and relevance to the learners and the organization.

This role requires:

  • Knowledge of: adult education principles, concepts, methodologies and techniques, how to deliver both in-person and virtually
  • An understanding of basic principles of project management and change management
  • Working knowledge and understanding of content authoring tools
  • Understanding of virtual training environments for technical systems/software-based courses
  • Strong MS Office skills, particularly in Word, PowerPoint and Outlook, computer competence and the ability to use media effectively
  • Ability to influence all levels of the organization


  • Bachelor's degree in a related field, with education in adult learning
  • A minimum of two years' work experience designing, delivering and facilitating training
  • Experience in project management considered an asset
  • A relevant equivalent combination of education, work experience and training may also be considered
  • Preference will be given to candidates who possess the BC Instructor Diploma or similar qualifications or endorsement

Travel: Occasional overnight travel throughout the province as required.
