About this Opportunity

 

The Resource Mobilization and Policy Specialist is an externally focused role within CFTC's Indigenous Programs and Partnerships team, with primary responsibility to drive resource mobilization, policy and communications efforts for the through leveraging deep understanding of CFTC’s strategic aims and our partners priorities, priorities of Indigenous communities across Canada, and strategically positioning CFTC’s work with institutional donors, major foundations, and the general public.

The RMPS will work under the guidance of the Director, Indigenous Programs & Partnerships to develop a resource mobilization / business development strategy, establish and maintain relationships with key donor and partners, take a lead role in program development in line with indigenous partners and organizational priorities, writing concept notes and proposals, while building internal capacity and systems for new business development.  The RMPS will have strong proposal development and writing skills, facilitation and coordination skills to ensure inclusion and be able to multi-task, working within tight timelines. 

 

The RMPS position will also support our broader public engagement and program work by coordinating outreach and communications with key government, community, and other stakeholders, including collaboratively establishing policy positions for CFTC on key program areas related to our Indigenous partnerships,  crafting and editing compelling messages that reflect CFTC’s strategic vision and impact; developing, managing, and updating all media and policy and content; and managing relationships. This role will also keep CFTC up to date on policy developments that could affect CFTC’s partners and programs, and translate relevant developments for peers, senior leaders, and partners. 

 

The position supports the work of our Indigenous partners in Canada, throughout the Northwest Territories, Alberta, Saskatchewan, Manitoba, Ontario, New Brunswick, Newfoundland, and Labrador. Guided by a strengths-based multidisciplinary approach rooted in the principles and values of inclusion, anti-racism, anti-oppression and self-determination, this position will work closely with the Indigenous partners and communities in Canada to strengthen the delivery and impact of CFTC programs. 

 

Responsibilities / Accountabilities

 

Business Development (50%) 

  1. Ensure alignment of business development activities to community/partner priorities and overall organizational vision, mission, and theory of change.
  2. Working alongside the Director, M&E/Gender Advisor, and CFTC Partners, lead the coordination of the development and successful submission of high-quality project proposals, concept papers and other strategy and planning documents for business development.
  3. Ensure that work-back schedules for submissions are complete and that internal and external stakeholders are fully aware of processes and responsibilities regarding each submission.
  4. Conduct secondary research on topics and backgrounds required for relevant projects, issues and partner organizations to support business development activities.
  5. Ensure the application of Results Based Management principles and tools in program design.
  6. Develop complete and detailed budgets and work with the CFTC Finance Team to review accuracy for timely submission.
  7. Liaise with the CFTC Development team on match funds or complementary business development activities that could support institutional funding.
  8. Identify and prioritize program development and funding opportunities sharing with CFTC and partners.
  9. Provide information, documentation and support for management to determine the viability of specific funding or program design opportunities.
  10. Work closely with partner staff to ensure ownership of designs and quality of data for proposal development.
  11. Participate as appropriate in relevant networks, alliances and working groups with like-minded organizations and agencies.

 

Communications (20%) 

  1. Identify opportunities to create digital content and assets from written documents, stories, photos, external online sources, or water cooler conversations with colleagues.
  2. Monitor and stay up-to-date on CFTC partner/program information via a variety of sources. 
  3. Work with internal stakeholders (Communications and Development teams) to identify, research and manage content needs and content development/promotion.
  4. Support the organization in sharing successes and program learnings with donors, partners, and peers.
  5. Execute content collection processes, including generating customized interview guides and photo/video resource gathering requirements. 
  6. Lead public/partner engagement, conducting interviews and/or supporting CFTC CO and partner staff to conduct interviews with beneficiaries, partners, & others. 
  7. Participate in cross-functional teams to contribute to communications plans within organization-level projects.
  8. Ensure program and program participant stories, impact and results are communicated to CFTC’s target audiences in the service of our communications and organizational objectives.

 

Policy & Advocacy (20%) 

  1. Develop advocacy and/or policy initiatives utilizing information gathered from partners.
  2. Articulate ideas (e.g., policy or legislative matters) that involve analysis, interpretation, and assessment in appropriate formats for a wide range of audiences. 
  3. Support the design of advocacy strategies and partner engagement plans in collaboration with CFTC teams. 
  4. Alongside the Director, M&E/Gender Advisor, Comms team, and CFTC Partners, develop a communications plan and create a series of communications and advocacy tools.
  5. Conduct situational analyses and strategic reviews that will inform private sector engagement opportunities. 
  6. Engage with CFTC partners to build and cultivate strategic partnerships to leverage advocacy opportunities with government/Ministries, private sector, and other implementing partners. 
  7. Lead specific research and content development analysis, tracking policy developments relevant to programs and projects, participating in strategy development and execution

 

Administration/Other (10%) 

  1. As a key role in a growing organization, the duties, responsibilities, projects, and priorities for this role will be subject to change, growth, and evolution over time.  
  2. Travel to partner communities in Canada, as required.
  3. Ongoing compliance with CFTC policies is a condition of employment and a requirement of this position.  These policies include but are not limited to child protection, confidentiality, respect in the workplace and code of conduct.

 

Requirements

 

  1. Relevant experience in proposal development (approximately 1-3 years) with Indigenous Nations and communities in Canada, preferably in food security and food sovereignty.
  2. Proven ability to work with community members and provide administrative support to projects, communicate effectively with partners, monitor progress, and provide accurate and timely reporting on results.
  3. Proven ability to work in a relational way with Indigenous Nations and communities and understand the importance of community-led development.  Ability to speak an Indigenous language is an asset.
  4. Strong and proactive problem-solving skills, able to identify challenges or bottlenecks and proactively propose potential solutions to improve how the organization functions.
  5. Strong coordination, problem solving, organizing, planning and project management skills
  6. Strong written and verbal communication skills.
  7. Strong organizational skills – electronic filing of project documents, multiple versions of documents, signed agreements, etc.
  8. Experience with digital tools, including an ability to work with Microsoft Office 365 and prepare and complete basic financial reports and budgets/reports in Excel.
  9. When approved and permitted, be able to travel to partnering organizations across Canada, approximately 30% of the time.
  10. Excellent interpersonal skills, ability to act as a team player and provide a high level of service to internal and external customers.
  11. Ability and willingness to demonstrate the CFTC values in every aspect of work.
  12. Ready to work additional and flexible hours when required along with travel to other CFTC locations.
