Major Purpose

Under the general direction and supervision of the Senior Manager, Program Communications, the Digital Communications Project Manager is responsible for managing the implementation, development and enhancements of web assets for FCM’s Programs. They work closely with various teams and departments and external consultants to assess and document business/end-user requirements for digital and public web assets, research and recommend solutions, manage implementation projects, develop technical specifications, and oversee the development, integration and implementation of new and existing digital tools and public web assets. They are responsible for overseeing the digital asset lifecycle for FCM Programs’ public web assets, and for developing a strategy to maximize their future effectiveness in achieving the organization’s larger goals and objectives.

Key Responsibilities

  • Responsible for developing, communicating, and leading project plans.
  • Works closely with various staff and departments to provide insightful analysis, understand objectives, propose and implement appropriate digital tools and solutions to meet these business objectives across the department.
  • Manages and oversees external consultants’ tasks and priorities, as required. Monitors their work for follow up on action items and deliverables.
  • Solicits and documents business, system and functional requirements, use cases and test cases related to Digital projects.
  • Assesses Digital Communications tools and public web assets, their specific functionality within FCM and makes recommendations to improve the efficiency and effectiveness of use.
  • Recommends technical solutions necessary to meet FCM business needs/requirements with little supervision. Answers consultant questions and gives directions to FCM staff.
  • Acts as a single point of contact for new project requests between departments and teams in order to focus new requests and improve interdepartmental communication, and provides regular briefings/reports to team leaders on important ongoing projects.
  • Lead author for new business cases, SOWs, RFPs etc. for Program Communications.
  • Conducts industry research for any new product/technology evaluations required for new FCM projects/systems.
  • Leads project management for the development of new web assets and other projects as required.
  • Responsible for FCM’s web asset lifecycle management and overall web asset development strategy, including ensuring software licenses are compliant with company policies and remain up-to-date.
  • Represents Program Communications on the Information Technology Steering Committee.
  • Assists IS with integrating FCM’s essential business systems, particularly the Constituent Relationship Management system with our public web assets as required.
  • Assists IS with business process automations and other productivity enhancements as required. 
  • Ensures AODA compliance for public-facing websites.
  • Ensures CASL compliance for organizational email marketing.
  • Responsible for website maintenance (ie security updates, Drupal upgrades, ensuring all related systems and platforms are up to date and remain compatible with our current version of Drupal.
  • Develops and maintains internet portals, forms, and structures in accordance with the organization's needs
  • Supervises the day-to-day content population activities of FCM staff on public facing websites, developing and enforcing protocols and workflows to maximize the efficiency and security of FCM’s public web communications.
  • Performs other related duties as assigned and participates in organizational efforts to facilitate digital transformation and digital collaboration workflows, to successfully implement/operationalize the organization’s new hybrid work environment.

Knowledge, Experience and Skills

  • Demonstrated technical skills, including strong working knowledge of content management systems (CMS) such as Drupal and WordPress, digital asset management (DAM) systems, web hosting and server management, Adobe Creative Suite, Microsoft Dynamics, Microsoft Power Apps, Github, JQuery, bootstrap, data visualization, email marketing platforms, project management software, etc.
  • Demonstrated knowledge of programming languages such as CSS, JavaScript, PHP, and HTML
  • Post-secondary education in Communications, computer science or information technology, or a related field, with a specialization in digital communications, or a combination of experience and/or education that would be considered equivalent.
  • Prior project management experience, particularly in the development of websites and other IT/digital asset projects.
  • 5 years of professional experience working in a related role and/or in digital communications, project management, and information technology.
  • Strong adaptability and problem-solving skills.
  • Experience with Google Analytics in monitoring and tracking web usage and search engine optimization.
  • Experience in online content publishing and management and Internet standards.
  • Familiarity with Canadian Anti-Spam Legislation (CASL), Web Content Accessibility Guidelines (WCAG) and Accessibility for Ontario with Disabilities (AODA) standards.
  • Ability to multi-task, meet deadlines and work under pressure while ensuring quality outputs.

Language Requirements

  • Excellent oral and written communications skills in one or both official languages

The future of work at FCM includes a hybrid work model; therefore, this role will be a combination of virtual and on-site work. The successful candidate is required live in and be authorized to work in Canada. They are also required to be able to work from home/remotely, from within Canada.  All in-office work and in-person meetings for work that take place inside and/or outside of the offices located in Ottawa will be subject to FCM’s Safe Workplace Vaccination Policy, as well as its health and safety procedures.
