The Inter-Cultural Association of Greater Victoria (ICA) helps immigrants and refugees meet their social, cultural, and economic goals. Comprised of dedicated staff and volunteers, ICA provides language instruction, support finding housing and employment and a range of other services. In addition, ICA is actively engaged in the community to strengthen connections between immigrants and those born in Canada. Job description: The People and Culture Generalist works in close collaboration with the Manager of People and Culture for the planning, development, implementation and administration of HR best practices, services and programs that align with the ICA values, mission, and vision.  Works in partnership with the Manager of People and Culture, the management team, and all employees, to foster a positive and collaborative workplace that supports the achievement of human resources strategic goals and objectives.  Serves all individuals, including BIPOC, LGBTQ2+, Indigenous, and those with diverse abilities, and promotes the representation and participation of diversity, equity, and inclusion standards. Reports to the Manager of People and Culture.


  • Degree or diploma in human resource management (CPHR designation preferred), business administration, or combination of education, training and experience in related field required.
  • A minimum of three years’ recent on the job experience in HR role.
  • A minimum two years’ experience in a leadership/supervisory role.
  • Labour relations skills and experience within a unionized environment.
  • Strong understanding of HR practices and policies.
  • Knowledge of business administration, human resource operations, and management practices and processes.
  • Knowledge of HR employment standards and applicable legislation required.
  • Ability to:

    • appreciate people with different opinions, backgrounds, and characteristics;

  • Indigenous cultural competencies and/or lived experience with Indigenous communities welcomed.
  • Employment requires proof of full vaccination status or exemption documentation.

Key duties/responsibilities

  • Lead talent acquisition, which encompasses the full life cycle of recruiting and hiring; inter-department communication, working with hiring managers, following pre-hire inclusion practices, ensuring thorough onboarding, and maintaining regular communication with staff.
  • Lead new employee orientation and onboarding sessions, including health and safety, administration procedures, and personnel systems, including payroll support, purchasing, communications, technology, etc.
  • In collaboration with the Manager of People and Culture, provide consultative advice to managers/supervisors on disciplinary matters, recommend appropriate action, attend disciplinary meetings as requested by managers, or employees.
  • Manage and track performance review process, support supervisors in completing probationary and annual reviews.
  • Review and/or develop HR policies and procedures and recommend changes and revisions.
  • Research and implement an electronic Human Resources Information System.
  • Maintain HR records, and review and revise HR filing and retrieval system.
  • Participate in HR planning, including succession needs.
  • Ensure a consistent, fair, and respectful employee process for formal/informal complaints and exit procedures.
  • Ensure compliance with all relevant HR standards, laws, and regulations, as well as the collective agreement that regulates the terms and conditions of employees at work.
  • Maintain employee training records, and training plans to ensure compliance with job/sector specific training needs.
  • Review, revise and maintain job descriptions, keep up to date evaluation templates and other HR administrative forms, organisation charts, etc.
  • Prepare communications with employees (letters of appointments, wage increases, end of probation evaluation letters, recall/layoff notices, etc.).
  • Create awareness of anti-oppressive/social justice issues.
  • Participate in training opportunities to stay current on issues impacting ICA operations.
  • Participate in regular team and organization-wide staff meetings.
  • Follow all ICA policies and administrative procedures.

 Additional Information

  • Valid BC driver’s license and access to a car would be an asset.
  • As a condition of hire, a current, clear criminal record check, including vulnerable populations check, and proof of WHMIS training are required.
