Program Summary

Freedom Quest’s Specialized Long-Term Residence, “Freedom House”, is home to up to 2 young people who may have multiple diagnoses, come from unstable family backgrounds, and may have been exposed to a range of risk factors including neglect, physical and sexual abuse, and prenatal exposure to drugs and/or alcohol. This 24/7 staffed home is a place where children/youth can find safety, stability, and care from a group of adults who are trauma and attachment-informed, culturally humble, actively engaged, strengths-based, client-centered, and motivated to support them in moving towards their self-identified goals.
 
When applicable, it is also a place where families can experience non-judgement and unconditional positive regard as they work to maintain a relationship with their young person and/or work towards reconnecting and rebuilding relationships that have been disrupted.

Position Summary

The Residence Manager is a leader and administrator who is uniquely skilled at building capable and healthy teams; understanding contractual obligations; motivating individuals and teams to meet deadlines; managing complex budgets; and remaining flexible, nimble, and calm as challenges present themselves. This individual is kind, strengths-based, culturally competent, confident, collaborative, client-centered, trauma-informed, detail oriented, skilled with technology, and can manage their time effectively. They have the unique ability to hold children/youth foremost in their mind even when dedicating themselves to administrative tasks. They are grounded in Freedom Quest Youth Services Society’s mission, vision, and values and uphold the principles of the agency.
 
The Residence Manager is responsible for completing the tasks below, however, some tasks may be assigned to one of Freedom Quest’s other Residence Managers. Even so, each Residence Manager must be trained and skilled in accomplishing all listed tasks.
 
Tasks will be assigned and reassigned at the discretion of the Executive Director.
 
Human Resources – Hiring, orienting, training, & evaluating
  • Hires, orients, trains, and evaluates the Residence Coordinators in collaboration with the Executive Director.
  • Hires, orients, trains, and evaluates Residential Child & Youth Workers, Awake Residential Night Workers, Relief Workers, and supplemental staff in collaboration with the Residence Coordinators.
  • Assesses the Residence Coordinators for growing edges and ensures they receive internal/external training in alignment with their proximal level of development and their role.
  • Supports the Residence Coordinators in assessing the Residential Child & Youth Workers, Awake Residential Night Workers, Relief Workers, and supplemental staff for growing edges and ensures individuals and groups receive internal/external training in alignment with their proximal level of development and their role.
  • Facilitates staff access to supplemental support (e.g., additional staffing, specialized staffing) as needed and as determined by the needs of the children/youth living in the home.
  • Facilitates annual team building opportunities for the Residence Coordinators, Residential Child & Youth Workers, Awake Residential Night Workers, Relief Workers, and supplemental staff.
 
Supervision & Quality Assurance
  • Provides monthly formal supervision (i.e., administrative, educational, and supportive) to the Residence Coordinators.
  • Provides daily/weekly support, communication, direction, and collaboration to the Residence Coordinators as needed.
  • Ensures the supervision being provided by the Residence Coordinators to the Residential Child & Youth Workers, Awake Residential Night Workers, Relief Workers, and supplemental staff aligns with each child/youth’s Service Plan, Care Plan, and/or Transition Plan.
 
Specialized Homes & Support Services (SHSS) – Leadership, Coordination, & Administration
  • Care Plan – Liaises with the Ministry of Children & Family Development (MCFD) regarding each child/youth’s MCFD-provided Care Plan and ensures Care Plans are updated as the needs of children/youth change.
  • Service Plan – Leads the development of each child/youth’s Service Plan in collaboration with the child/youth and their Care Circle.
  • Care Circle – Leads the coordination of each child/youth’s Care Circle to ensure integrated and holistic assessment and planning.
  • Transition Plan – Leads the development of each child/youth’s Transition Plan (per the Service Plan), drawing on other experts where necessary and in collaboration with guardianship workers (if applicable).
  • Ensures Care Plans, Service Plans, and Transition Plans are grounded in evidence-based best-practices in serving children/youth as well as Freedom Quest Youth Services Society’s mission, vision, and values.
  • Ensures Care Plans, Service Plans, and Transition Plans are reported as required by MCFD via the online Specialized Services Portal.
  • Facilitates each child/youth’s access to supplemental services (e.g., Clinical Counselling, Indigenous Elder, Behavioural Therapist, ASD Assessment, etc.) in alignment with individual Care Plans, Service Plans, and Transition Plans.
 
CARF Accreditation Administration
  • Understands and champions the standards set by CARF for youth residential services.
  • Ensures CARF standards and requirements are met resulting in the ongoing successful 3-year accreditation of the programs.
 
Finance Administration
  • Understands program budgets and monitors monthly financial reports to ensure budgets are adhered to.
  • Acts as primary signer on Residence Coordinators’, Residential Child & Youth Workers’, Awake Residential Night Workers’, Relief Workers’, and supplemental staff’s individual expense and mileage reimbursement form submissions before submitting to the Executive Director for final approval.
  • Monitors Petty Cash systems to ensure theft, fraud, and other inconsistencies are noted, investigated, and reported to the Executive Director.
  • Reviews requests for supplemental supports (i.e., youth supplemental supports and staff supplemental supports) and approves/denies requests in collaboration with the Executive Director.
  • Submits approved requests for supplemental supports through the online Specialized Services Portal and follows agency protocol for reporting these submissions to the Director of Finance.
 
Other duties
  • Understands the intricacies of Freedom Quest’s Policy and Procedure Manual and models its operationalization.
  • Builds relationships with community partners (e.g., COINS, MCFD, CYMH, primary care providers, emergency care providers, treatment programs, Foundry, clinical counsellors, neighbours, school staff, etc.) to ensure children/youth have access to the resources they need.
  • Provides emergency on-call support on a rotation with 3 other staff.
  • Backfills for other positions (e.g., Residential Child & Youth Worker, Residence Manager) as needed.
  • Schedules weekly phone check-ins and monthly supervision meetings with the Executive Director.
  • Attends agency Leadership Team, Meetings and fully participates according to the Leadership Team’s Terms of Reference 

Knowledge Skills, and Abilities
Education
  • A diploma or degree (2-year minimum) in child and youth care, social work, or related field. (REQUIRED)
Experience
  • 3 years recent related experience, including 1 year supervisory or administrative experience (or an equivalent combination of education, training, and experience). (REQUIRED)
  • Specific training in behavioural modification, children under 12 years of age with support needs, attachment-based parenting, and relationship-based interventions (Trauma-informed practice). (REQUIRED)
  • Two years of experience working in a residential setting (ASSET)
  • Extensive experience working from client-centred, strengths-based, harm-reduction, attachment and trauma-informed approaches (ASSET)
  • Experience working alongside worldviews that are not your own
 
Other Requirements
  • Current First Aid and CPR Certification
  • MCFD Record Check (inclusive of Vulnerable Sector Criminal Record Check)
  • Valid FoodSafe Certification
  • Valid Class V BC Driver’s License (Class IV preferred)
  • Clean Driver’s Abstract
  • Driver Factor Report number lower than 1.5
  • Reliable Vehicle
  • Valid ASIST Certification
