Position Summary

Working with the Senior Leadership Team, and reporting to the Director of Quality and Strategy, the Lead, Data and Evaluation is responsible for ensuring effective data collection, integrity and analysis is produced, available, and communicated, from diverse sources, to support strategic projects, quality improvement initiatives, and data-driven decision making concerning service performance and evaluation, risk management, staff and client safety, and other areas as identified. In addition, the Lead, Data and Evaluation will create, implement and provide reports and/ or dashboards across all functions of the agency and support, contribute to, and at times lead, strategic projects using a project management framework.

 

Job Functions

  • Accountable for maintenance and modifications of the client records management system and works on improvements, installing updates and maintain data quality and flow.
  • Develops, delivers training and support to agency staff relating to use of data systems and contribution to data integrity and effective utilization of the health data management system.
  • Orients staff and other community partners (as appropriate) on agency data and health information policies and procedures and “best practice” standards regarding collection, use and integrity of data and health information management.
  • Collaborates closely with all departments to understand and inform information needs and priorities.
  • Analyzes and interprets data to identify trends, develop reports, and support decision-making, dashboards, development of indicators, reporting requirements and strategic projects and quality improvement initiatives.
  • Identifies,extracts, analyzes, validates, interprets, and present financial, clinical, organizational data/ performance indicators to inform funder/ Ministerial reporting, audits and data driven decision making.
  • Develops methods, tools, and engage in improvement processes to ensure data integrity, data governance and compliance, providing recommendations for corrective action where required.
  • Keeps current in data and Health Information Management best practice and relevant legislation.
  • Supports the development, implementation, and maintenance of integrated standards in governance, community-based mental health, infection prevention, medication management, leadership, safety, risk, ethics, and privacy while ensuring compliance with Accreditation standards.
  • Communicates to all interested and affected parties best practice standards and applicable legislation as it relates to day to day data and health information management tasks.
  • Support, inform, participate in, and at times lead, agency wide quality improvement and/or strategic initiatives, committees or communities of practice.
  • Contributes to the development and implementation of program evaluations, data infrastructures, and continuous quality improvement strategies.
  • Develop and implement qualitative and quantitative data collection methods through engagement activities e.g. interviews, focus groups, journey mapping, user experience or surveys.
  • To perform other duties as may be assigned.

 

Job Requirements

  • Successful completion of a university undergraduate degree program in the Health Information Management or Administration field or accredited community college diploma in the Health Information Management field (e.g. epidemiology, applied health, statistics, health planning, business administration) or relevant field.
  • Project Management Certification is an asset.
  • Minimum of 3 years of experience in the community program field (mental health and addictions preferred) with experience in data collection, database management and statistical analysis and reporting.
  • Knowledge of evaluation and performance measurement principals, practices, tools and techniques.
  • Demonstrated ability to express complex ideas clearly and effectively to a non-technical audience.
  • Proficient in the analysis of the technical components of data requests.
  • Familiarity with the development of database queries and programming using SQL.
  • Familiarity with CRMS - a client record management and assessment software database for the Community Mental Health & Addictions programs.
  • Ability to use related software (i.e. MS SQL Server, Excel, Crystal Reports, PowerBI).
  • Certified in the following safety courses: Crisis Intervention (i.e. NVCI, Safety Care, CPI or Safe Management), Standard First Aid – CPR C - AED, and Suicide Prevention (SafeTalk) would be considered an asset
  • Satisfactory Vulnerable Sector Screening (Police Check)
  • Access to a reliable personal vehicle
  • Current valid Class ‘G’ driver’s license
  • Bilingualism would be an asset
