Position Overview:
Reporting directly to the CEO, the Director People and Culture plays a key role on the Senior Leadership Team as a strategic partner. The Director provides leadership and direction in all operational and strategic people matters related to: Recruitment, Employee Relations, Employee Development and Programs, Learning and Development, Volunteer Management, Organizational Effectiveness, Health & Safety, Compensation and Benefits, ensuring alignment with the Agency’s long term strategic direction and goals.
Position Deliverables/Accountabilities:
Strategic Priorities
- As a member of the Senior Leadership Team, collaboratively develops and implements the Agency’s strategic plan, ensuring organizational short and long term goals and objectives are achieved.
- Develops HR initiatives, programs and policies that will support and promote the Agency’s goals and objectives, while at the same time attract, motivate and retain high quality high performers.
- Contributes to the development of a culture conducive to high levels of employee engagement and innovation by promoting the values of trust, inclusion and accountability throughout the organization via effective interpersonal communication and effective policies and programs.
- Develops and manages a succession planning program for key leadership and management positions across the Agency through a purposeful and strategic use of people analytics, metrics and benchmarking data that will better position the Agency for success in the future.
- Develops and manages an effective performance management system that aligns with the Agency’s goals and with the continuous development of all staff.
- Ensures that the organization is compliant with all statutory employment legislation and organization’s policies.
- Provides leadership and input on organization decisions and planning of organization-wide strategic initiatives, including policy and process changes to advance organizational goals and ensure alignment with Strategic Plan.
- Develops and delivers training that builds capacity within the leadership team focusing on core leadership competencies.
- Builds a volunteer appreciation culture that encourages volunteer retention.
- Develops and manages the Agency’s Change Management Strategy including building change management delivery plans with other Directors and Managers.
- Develops CCS’ DEIA strategy to reinforce and support the organization’s mission and values especially those of inclusiveness that promote equitable access to services and opportunities. This would include building policies, processes, programs and training.
Operational Responsibilities
- Maintains a high-quality central HR function, including appropriate technology, systems and tools, including the use of metrics and people data to improve delivery and understanding of core HR processes including job evaluations to ensure job roles and responsibilities are current and relevant.
- Identifies trends and benchmark people and culture best practices against current Agency processes and programs.
- Leads the development and implementation of an annual performance management and salary review process.
- Ensures that leaders at all levels receive the necessary training, coaching and HR tools to help them to effectively manage employee performance and relationships in their respective teams so that they can achieve their departmental goals and objectives.
- Leads, coaches and mentors direct reports so each is able to contribute to the achievement of departmental and Agency goals and promote a high level of customer service to all employees at every level of the Agency.
- Acting as a business partner, provides valued advice to senior leaders, management, and employees on a broad range of HR topics.
- Leads the Agency’s recruitment, selection and onboarding process, ensuring alignment with the Agency’s recruitment policies and processes that seek to identify, recruit, and retain exceptional candidates aligned with the Agency’s mission and principles.
- Delivers and facilitates training sessions focused on leadership and employee development at all levels of the Agency.
- Oversees and makes recommendations to all aspects of the employee benefit plan including Employee Assistance, WSIB, and Health and Safety programs. Leads the Joint Health and Safety Committee.
- Serves on a variety of committees and/or working groups as required.
Qualification Criteria:
Education:
- Undergraduate degree in Business with a preference for Specialization in Human Resource Management; graduate from an HR post-grad diploma program
- Certified Human Resources Leader (CHRL) designation preferred
Nature of Experience Required
- Individual has a minimum of 7 years’ experience, 3 years in a leadership role. A demonstrated ability to manage a broad portfolio of HR responsibilities spanning all functional areas of Human Resources, including Talent Acquisition, Organizational Effectiveness, Organizational Design & Development, DEIA Policies, HR Processes and Programs, Compensation & Benefits, HR Services, and Employee Relations, Training and Facilitation, in an organized manner, while maintaining a calm, professional demeanor
- Experience in the Not-for-Profit sector is preferred with experience in the social/community/health services field as a strong asset
- Technical expertise with Microsoft Office 365, Payroll software, Benefits Management Platforms, and HR Technology (HRIS, LMS, ATS), etc.

- Access to a personal device (smart phone or tablet) is required for periodic, two-factor authentication using the Microsoft Authenticator App when signing into CCS networks/cloud environment as part of I.T. security protocols
