EXECUTIVE DIRECTOR JOB DESCRIPTION
Title: Executive Director
Accountable to: Saskatchewan Council for International Cooperation (SCIC) Board of Directors
Primary Responsibilities: Organizational direction, leadership, oversight, and management
Hours of Work: 100% FTE (37.5 hours per week), salaried position
Salary Range: $80,000 - $105,000, plus benefits, pension, and vacation time
About SCIC:
The Saskatchewan Council for International Cooperation (SCIC) is a network that engages in sustainable development and social justice issues. SCIC membership is made up of individuals, international development organizations, and civil society organizations in Saskatchewan.
In addition to working with and developing capacity for our membership, we promote and support the implementation of the United Nations Sustainable Development Goals (SDGs), both locally and globally. SCIC aims to increase awareness and engage the Canadian public, as global citizens, in development and key global issues in support of the SDGs, Canada’s Feminist International Assistance Policy (FIAP), and Canada’s Policy for Civil Society Partnerships.
The Executive Director is accountable to the Board of Directors and is guided by SCIC’s organizational mandate and strategic goals, the Executive Director is responsible for directing the programs, operations and administration of the organization. SCIC's Executive Director is expected to lead with vision and integrity. The Executive Director is to manage the delivery of a diverse slate of evolving program initiatives in public engagement within global education, across all programming lines including, education, youth, membership and networking engagement.
Organizational Leadership & Governance
Responsible for leading SCIC in a manner that supports and guides the organization’s mission
Collaborates with the Board of Directors, staff, and member organizations to shape the mission and define strategic objectives that position the organization for future success
Realizes SCIC mission vis-à-vis the 5-year strategic plan (2024-2029), engages Saskatchewan’s civil-society organizations and global education programming
Ensures SCIC values are reflected in all organizational activities
Maintains a working knowledge of significant developments and trends in the international development and cooperation sectors
Provides effective support to the Board of Directors including providing timely advice, operational support, risk analysis, financial, programme, and operational information to facilitate informed governance decision-making
Enhance SCIC's image through community engagement and collaboration with professional, civic, and civil society organizations
Represent member and sector interests in advancing human sustainable development with government representatives and key decision-makers
Maintains SCIC’s presence as an active member within current national coalitions, partnerships, consultations, and advocacy groups, including but not limited to the Inter-Council Network (ICN).
Ensures the ongoing development of strategic and operational partnerships, including with Cooperation Canada, the Inter Council Network, and government departments.
Human Resource Management
Responsible for directing SCIC staff, duties include:
Hiring and retention of competent and qualified employees
Employee supervision, supported work planning, performance monitoring, and evaluation
Maintaining a strong and collaborative relationship with the union to ensure workforce stability, operational efficiency, and long-term organizational success.
Negotiating the Collective Bargaining Agreement
Working alongside the Director of Operations to ensure seamless day-to-day function of the unit
Fosters a positive, safe, and healthy workplace
Financial Management & Reporting Responsibility
Secure and sustain diverse revenue streams (including funding agreements, donations, and membership fees) to maintain the organization’s financial health
Oversee contracts and agreements entered on behalf of the organization, ensuring compliance and alignment with objectives
Ensure programs and activities meet donor standards, comply with contribution agreements, and adhere to relevant legislation
Ensure timely and accurate reporting, fulfilling all programmatic, financial, and contractual obligations
Develop and manage budgets, ensuring adherence to operational and programmatic financial plans
Provide effective fiscal management to operate within approved budgets, optimize resource use, and maintain the organization’s strong financial standing
Professional Qualifications & Assets
A Masters degree is preferred in International Development, a related field, or equivalent work experience
Direct experience with international cooperation, sustainable development, or global justice initiatives
5+ years of staff management, human resource, and labour relations experience, preferably in a unionized environment
Proven leadership in coordinating and collaborating with a volunteer Board of Directors
Strong financial management skills, including budget preparation, analysis, decision-making, and reporting
Experience in funding acquisition, grant writing, and program design
Fundraising expertise, including strong donor relations skills and familiarity with the funding community
Proven success in building relationships with funders, partner agencies, and volunteers
Demonstrated ability to foster a positive workplace environment
Demonstrated time-management and organizational skills, including planning, delegating, program development, and facilitation
Experience with results-based management (RBM), monitoring, evaluation, and learning (MEL) frameworks and tools
Extensive knowledge of development effectiveness, human rights-based approaches to international development, and Canada's Feminist International Assistance Policy (FIAP)
Deep understanding of international solidarity, sustainable development, and global issues, including anti-oppression, decolonization, and localization
Commitment to justice, equity, diversity, inclusion (JEDI), gender equality, inclusive governance, and intersectional feminism
Experience in policy development and analysis
Knowledge of federal and provincial funding structures, opportunities, and obligations (preferred)
Strong written and oral communication skills, including public speaking. Proficiency in French would be considered an asset.
