The expected starting base salary for this position is $153,328 – $160,996 annually, depending on a variety of factors including qualifications and experience. Once hired, you will progress through a wider salary range over time as you continue to develop job knowledge, skills and competencies for the role.

What you’ll be doing

Reporting to the Executive Director/Deputy Registrar, Education, Standards & Guidance (ED/DR, ESG), and working as a member of the department’s leadership team, the Director, Education Program Review (EPR), provides leadership and management to staff responsible for education program review, entry-level competencies, and exam development. The Director, EPR, works closely with the leaders and Chief Officer, RPP to ensure that the department adheres to the Health Professions Act (HPA), the upcoming Health Professions and Occupations Act, the Declaration on the Rights of Indigenous Peoples Act (DRIPA), regulations, and the College’s bylaws and policies.

​Key responsibilities include:

  1. ​​In consultation with the ED/DR,ESG, plans, develops, implements, and evaluates policies and processes related to the development and implementation of the education program review process.
  2. In collaboration with staff, ensures timely reviews of new and established education programs including overseeing scheduling of reviews, communication with programs, and supporting complex reviews.
  3. In collaboration with the ED/DR,ESG, ensures that education program reviews are conducted in accordance with the Health Professions Act, the upcoming Health Professions and Occupations Act, College bylaws, and policies. 
  4. Understands and can guide the EPR regarding the evolving use and integration of educational technology into program delivery and impacts to learning and knowledge acquisition.
  5. Assists the Education Program Review Committee to conduct its duties including supporting staff committee liaisons, orientation of committee members, and policy and process development and implementation.
  6. In consultation with the ED/DR,ESG, oversees the entry-level competencies for each designation the College regulates; liaises with national organizations to ensure entry-level competencies remain current; works with staff to disseminate and interpret the entry-level competencies for internal and external audiences.
  7. In collaboration with staff, oversees regulatory exam development for each designation including processes to recruit appropriate volunteers for exam vendor activities and contribute to vendor quality assurance processes to ensure reliable, valid, and secure exam development.
  8. In collaboration with staff, monitors key issues affecting education program review, entry-level competencies, and exam development to respond to issues. 
  9. Contributes to the development of BCCNM policy and strategies and collaborates with other departments to develop associated communication plans; ensures appropriate consultation with external partners on policies which may impact systems, organizations, or registrants; implements approved policies and programs and provides consultation to others on implementation of approved policies and strategies.
  10. Under the direction of the ED/DR,ESG, reports to the Board on recommendations related to education program review, entry-level competencies, and exam development. 
  11. Demonstrates a commitment to ongoing learning related to Indigenous cultural safety and humility and supporting organizational actions towards addressing indigenous-specific racism in BC’s health care system.

Your education & skills ​

  • Master’s degree in nursing, education, or a health-related discipline.
  • 7 to 10 years of experience in a variety of positions, including leadership roles, with increasing in scope and level of responsibility.
  • Demonstrated leadership ability and proven management skills within a unionized and professional environment required.
  • Experience with education program review processes, accreditation, or education leadership an asset.
  • Excellent interpersonal skills coupled with conflict management and negotiation skills.
  • Politically astute and culturally sensitive. Ability to establish strong working relationships with a variety of internal and external partners.
  • Excellent oral and written communications skills and the ability to communicate effectively with individuals at all levels of the organization.
  • Strong presentation and facilitation skills. Proven experience managing multiple simultaneous projects.
  • Ability to identify the developmental needs of employees and to provide coaching, mentoring and other assistance.
  • Strong technical aptitude and ability to leverage technology to drive change. Strong working level knowledge and experience using MS Office.
  • Must hold practicing registration in good standing with BCCNM or be eligible for practicing registration with BCCNM. If a midwife, must hold practicing or non-practicing registration in good standing with BCCNM.
  • Models and supports team commitment to cultural safety and Indigenous-specific anti-racism in the healthcare system. Demonstrates humility and heart-led leadership. 
  • Knowledge of applicable legislation, including, but not limited to: Health Professions Act, the upcoming Health Professions and Occupations Act (HPOA), and the Declaration on the Rights of Indigenous Peoples Act an asset.
  • Knowledge of Canadian colonial impacts on Indigenous people in social and health contexts, including social, economic, political, and historical realities impacting Indigenous communities and knowledge of Indigenous-specific anti-racism and accompanying reports (e.g. The Truth & Reconciliation Commission’s 94 Calls to Action (2015), the In Plain Sight Report (2020), and Reclaiming Power and Place’s Calls for Justice (2019)) is an asset.
  • Demonstrated understanding of equity, diversity, inclusion, and cultural humility as they apply to health care is an asset.
