The Role:

CLBC is looking for a Manager, Business Analysis Services to lead a high performing team that translates business needs into effective IT solutions. Reporting to the Director, Business Alignment Services, you'll play a key role in helping CLBC deliver impactful technology projects that support our mission.

This role combines strategic thinking, systems knowledge, and people leadership. You'll guide end-to-end business analysis, support digital transformation, and ensure solutions are aligned, timely, and customer focused. Key Responsibilities:

  • Lead a team in gathering, documenting, and translating business, functional, and non-functional requirements
  • Conduct gap analyses to identify opportunities to improve systems, workflows, and processes
  • Collaborate with business and technical teams to ensure alignment and clarity throughout project lifecycles
  • Oversee the planning, prioritization, and delivery of IT projects and service requests
  • Review and validate technical documentation and ensure quality assurance processes are in place
  • Contribute to business cases, feasibility studies, briefing notes, and presentations
  • Manage performance, development, and engagement of the business analysis team
  • Support cross-functional initiatives and strategic planning within the IT division
  • Manage vendor relationships and oversee a team budget
  • Stay current on business analysis tools, techniques, and industry best practices

What you will bring:

  • A degree in Information Technology, Computer Science, or a related discipline or equivalent combination of education and experience
  • Minimum 5 years of experience in business analysis or a similar role, with at least 5 years in a project environment
  • Minimum 2 years of experience leading a business analysis or related team
  • Strong understanding of SDLC methodologies (Agile and Waterfall) and tools such as Visio, Lucidchart, JIRA, and Confluence
  • Excellent analytical and problem-solving skills, with the ability to manage multiple priorities
  • Strong communication skills and the ability to present complex information in a user-friendly way
  • A customer-first mindset and a focus on delivering scalable, effective systems
  • Proven ability to lead inclusive, engaged, and high-performing teams
  • Commitment to continuous improvement and stakeholder-centered solutions

The following qualifications and experience are preferred but not required:

  • Certification in CBAP, CCBA, PMP, CSM, or PMI-ACP
  • Experience in the public sector or with Crown corporations
  • Familiarity with IT compliance and governance in a social services context
