Senior Financial Officer

Overview

PHABC is seeking a detail-oriented and strategic Senior Financial Officer to lead our day-to-day financial operations and ensure sound fiscal stewardship across our organization. This role is essential in maintaining internal controls, financial transparency, and compliance with charitable sector requirements, including donor receipting and CRA reporting.

The ideal candidate will be experienced in non-profit and project-based accounting, have knowledge of charitable financial compliance, and bring a proactive, solutions-focused approach. While this is primarily a remote position, candidates must reside within the Capital Regional District and be available for occasional in-person meetings or travel within BC.

This position reports directly to the Operations Manager with regular oversight from the Executive Director, and collaborates closely with program staff, the Board Treasurer, and our external accountant. Our financial approach includes accrual-based, project-specific accounting, deferred revenue recognition based on contract timelines, and strict adherence to charitable compliance requirements. We are looking for someone who can help us maintain and enhance this approach as we grow.

Background

The Public Health Association of BC (PHABC) is a voluntary, non-profit charity (est. 1953) that promotes and protects public health by actively working to advance the development and implementation of healthy public policy, by encouraging and facilitating research that supports public health and cooperating regionally, nationally and internationally with partner organizations. Its national linkages enable the PHABC to participate in dialogue and action on matters of interest across Canada. The PHABC has a long track record of fiscal and administrative stability and considerable experience with community development, continuing education, initiatives addressing the determinants of health and project planning, implementation, assessment and evaluation. PHABC has partnered with the federal and provincial governments to carry out significant knowledge development and exchange projects.

Key Accountabilities/Responsibilities

  • Manage biweekly pay period: accounts payable, vendor payments, and cheque distribution.
  • Manage accounts receivable: invoicing, payment tracking, and deposit reconciliation.
  • Prepare and file GST/PBS return to CRA, complete and submit ROE’s
  • Manage payroll processing: payroll source deductions, preparing and filing annual WCB & Employer Health Tax return
  • Oversee month-end reconciliations independently and support year-end reconciliation in collaboration with the external accountant.
  • Maintain and improve project-specific budgets and deferred revenue tracking aligned with contract terms.
  • Assist in the preparation of funding reports and variance reports for internal and external stakeholders.
  • Code and allocate all financial transactions to the appropriate project and funding source.
  • Administer charitable donations: accurately record donations, issue official receipts, and prepare reports for CRA.
  • Administer staff health and dental benefits, including enrolling new employees and removing departing staff from the plan.
  • Translate grant and contract conditions into compliant budgets for reporting and audit purposes.
  • Maintain secure and organized digital financial records.
  • Provide financial support and guidance to program managers and consultants.
  • Performing other related duties as required & related to the position.

Qualifications & Required Skills

  • Post-secondary education in accounting, finance, or related field (or equivalent experience).
  • Minimum 3 years’ experience in a finance or bookkeeping role; 5 years preferred.
  • Experience with charitable accounting and CRA donation receipting/compliance is required.
  • Proven experience managing multiple project budgets and preparing reports for funders.
  • Familiarity with accrual-based accounting and deferred revenue processes.
  • Proficient in accounting platforms (SAGE required), financial tools (Stripe, PayPal, CAFT), and Microsoft Office (Word, Excel, Outlook).
  • Strong interpersonal skills, initiative, and a collaborative approach to working across teams.
  • High attention to detail, strong organizational abilities, and a commitment to confidentiality.

Job Details

The selected candidate will be offered an employment contract including extended health & dental benefits, sick/personal/birthday leave, a personal phone/internet allowance, and access to the association’s group savings plan following a successful probationary period of ninety (90) days.

  • Salary: $39.00/hour
  • Hours: 40 hours/week (1.0 FTE)
  • Vacation: 3 weeks paid vacation annually
  • Benefits: Extended health & dental, paid sick/birthday/personal days, group savings plan
  • Stipends: $50/month internet allowance
  • Equipment Provided: Laptop, mobile phone, software access
  • Work Style: Primarily remote with flexible hours and periodic travel as needed
