ROLE SUMMARY: 

Reporting to the Executive Director, Indigenous Programs, the Program Manager EAST oversees the delivery of Right To Play’s, Indigenous PLAY programs and Special Projects in partnership with First Nations, Inuit, and Métis communities and Indigenous and partner organizations throughout Manitoba, New Brunswick, Nova Scotia, and Ontario. This Program Manager EAST role is responsible for the on-going supervision and support of three Program Officers as well as the overall partnership and project management with 27 to 30 First Nations and Indigenous organizations throughout New Brunswick, Nova Scotia, and Ontario.

The Program Manager EAST provides guidance and direction in program design, implementation and resource development; liaises with funding and implementing partners; coordinates trainings to facilitate learning opportunities for program staff; and creates tools and offers guidance to build a program that is relevant to children and youth in the partnership communities. 

The role is expected to travel within the country (approximately 20-25% of time). Travel outside of country may be possible as well. Occasional weekends and evenings are required.

WHAT YOU’LL DO:

1.Community Partnerships, Program Quality and Innovation (40% of time): 

  • Work with Executive Director, Indigenous Programs to inform and set strategic direction for the program
  • Work with Program Officers to revise and distribute core partnership documents, develop work plans, host partnership meetings
  • Support Program Officers in the distribution of progress reports and new opportunities 
  • Troubleshoot program and human resource issues as they arise in relation to programs
  • Work with education, leadership and subject matter experts to review existing program tools and to design and disseminate tools that will help enhance the quality of programs and the assessment of programs 
  • With the support of each Program Officer, ensure the completion of all required documentation from each program partner 
  • Visit partners as needed to offer support and relationship building with Executive Directors, Community Mentors, Junior Community Mentors, Teachers, Principals, and service workers 
  • Create hands on, activity-based training programs to enhance the skills of Program Officers/Coordinators and Co-op students
  • Work closely with the Senior Management Team to create tools that will enhance quality of program design and delivery
  • Work with Program Officers to ensure that training workshops for Community Mentors, teachers and youth are participatory and well-planned
  • Effectively facilitate a variety of training sessions for program facilitators and youth to enhance knowledge, skills and confidence in program design and delivery

2. Provide Guidance and Supervision to Direct Reports (15% of time):

  • Host regular supervisory meetings with Program Officers to ensure their goals are being met and they are receiving the support and feedback they require
  • Arrange for skill enhancement workshops and opportunities for Program Officers to ensure they have the required skills to effectively do their jobs
  • Support Program Officers to complete work plans and objectives that will provide a map to complete all required duties and program goals 
  • Complete annual performance appraisals with each Program Officer/Coordinator 
  • Ensure regular self-care practices are utilized by Program Officers/Coordinators
  • Apply creative and consensus-based conflict management practices when working with staff and community partners
  • Visit program sites to offer on-the-job coaching and support to Program Officers, Program Coordinators and/or program facilitators, as needed
  • Provide guidance and support to Program Officers/Coordinators during emergency situations

3. Representation, Partnership and Collaboration (15% of time):  

  • Support the Executive Director, Indigenous Programs in identifying potential donors, writing, reviewing and revising grant applications, and celebrating donors on an on-going basis
  • Work directly with Provincial and Federal implementing partners to ensure that each new and existing partnership enhances existing programs and supports an identified need in each program context
  • Establish a clear road map for each implementing partner to ensure their success in identified program contexts, including: drafting roles and responsibilities, MoUs training plans, travel plans, coordination between implementing partners and host communities
  • Represent RTP in various platforms and maintains positive relationships with governments and other relevant stakeholders regarding RTP activities.

4. Program Accountability, Compliance and Reporting (15% of time):  

  • Support Program Officers and program facilitators in implementing the required monitoring and evaluation tools, and ensure the collection of completed tools in a timely fashion
  • Work with the Monitoring, Evaluation and Learning team to ensure that assessment tools are user-friendly, contextually appropriate and effective at assessing the outcomes and impacts as outlined in the program logic model
  • Collaborate with Program Officers to design and revise regular reporting tools for program facilitators and teachers to use to share insights and feedback on their programs
  • Steward and oversee relationships with key funding partners and fulfill compliance requirements related to specific grant agreements
  • Oversee submission of proper accountabilities of program funds and quality narrative reports in line with donor requirements

5. Financial Management (10% of time):

  • Work with Executive Director, Indigenous Programs, and Finance team to plan annual budget expenses and monitor quarterly progress with the Manager of Programs and Operations
  • Work with Finance team to generate financial reports for donors
  • Understand Right To Play financial policies and procedures in relation to the PLAY program
  • Work with Program Officers/to monitor program expenditures against projected spending
  • Support Program Officers/Coordinators and program facilitators to maintain a standard of excellence for financial management and financial reporting for the program

6. Perform other duties as assigned (5% of time)

WHAT YOU’LL BRING (ESSENTIAL): 

EDUCATION/TRAINING/CERTIFICATION:

  • University degree or equivalent in any of the following areas: business management, Indigenous learning, sociology, outdoor recreation and education, education, community development and/or political science  
  • A Class G driver’s license

EXPERIENCE:

  • Minimum 5 years of experience in program management and staff supervision, within an Indigenous (PLAY) or Toronto (Youth To Youth) context, with proven experience in budget management and reporting, workshop facilitations and partnership building.

KNOWLEDGE/SKILLS:

  • Strong MS Office and program management tools and procedures
  • Budgetary control and financial management, including ability to read and understand financial data
  • Project management skills
  • Understanding of community development processes

LANGUAGES:      

  • Fluency in spoken and written English.
