Shelter Manager

 

Reports to: Senior Manager, Shelter Operations and Programs

Compensation: Hourly wage: $36 to $38, commensurate with experience, plus additional compensation for on-call rotation.

Work Location: Morinville, Alberta. Jessie’s House (Emergency Shelter)  

Hours: Full-time, 40 hours/week, Monday to Friday (8:00 a.m. – 5:00 p.m.), with some evenings, weekends, and on-call rotation required

Our Why

On April 29, 2009, Jessica Martel, a young mother of three, was tragically murdered in her home by her intimate partner on the very day she attempted to leave the relationship. This critical moment is often the most dangerous for survivors, as they face an increased risk of physical violence or homicide, as exemplified by Jessica's case. Her story underscores the urgent need for our organization to prevent such tragedies from occurring again.

The Jessica Martel Memorial Foundation (JMMF) is committed to ending domestic violence through advocacy, awareness, community engagement, education, and safe housing. We operate Jessie’s House, a 35-bed emergency shelter, and Eileen’s Place, a second-stage housing program. JMMF is located in Morinville, a beautiful, traffic-free 15-minute drive from St Albert and a 30-minute drive from North Edmonton. Role Objectives

The Shelter Manager plays a vital leadership role in daily shelter operations, staff supervision, and program delivery. This position ensures trauma-informed, safe, and empowering care for survivors and their families while advancing JMMF’s mission and strategic priorities. The Shelter Manager acts as a key operational leader who bridges frontline service delivery and senior management, fostering a respectful, inclusive, and client-centred environment.

 

Responsibilities include:

  • Providing leadership, coaching, and supervision to frontline shelter staff, including scheduling, performance management, and professional development
  • Overseeing day-to-day shelter operations such as client intake, crisis intervention, safety planning, case management, and holistic support services
  • Ensuring compliance with organizational policies, OHS regulations, funder mandates, and shelter standards from the Alberta Council of Women’s Shelters
  • Promoting a trauma-informed, anti-oppressive, culturally safe, and inclusive environment for clients, families, staff, and volunteers
  • Supporting quality improvement through data collection, outcome monitoring, and adapting shelter practices to meet evolving community needs
  • Collaborating closely with the Senior Manager on program implementation, policy development, strategic initiatives, and continuous improvement projects
  • Participating actively in on-call rotations and responding to crises and emergencies as needed
  • Managing resource stewardship, including budget monitoring, gift card administration, and oversight of donations and expenditures
  • Building and maintaining collaborative relationships with external stakeholders, community partners, and sector organizations
  • Ensuring safety and security of shelter facilities, including maintenance oversight, housekeeping, safety protocols, and incident response

Qualifications & Required Skills

  • Diploma or degree in social work, psychology, or related human services field preferred.
  • Minimum 3 years experience in residential or emergency shelter services or related human services, including at least 2-5 years supervisor experience, preference given to emerging leaders with 3+ years
  • Strong understanding of domestic and gender-based violence, trauma-informed care, harm reduction, and anti-oppressive principles.
  • Experience managing and developing program budgets
  • Knowledge of OHS standards

•        Strong computer skills, including Microsoft Office (Excel, Word, Outlook, PowerPoint). Assets include Canva and experience with AI tools

  • Familiarity with provincial shelter standards, outcomes frameworks, and occupational health and safety legislation.
  • Proven leadership, crisis management, problem-solving, and communication skills.
  • Proficiency with documentation, data management, and confidential record-keeping.
  • Commitment to diversity, inclusion, equity, and culturally safe practices.
  • Valid First Aid and CPR certificates preferred.
  • Ability to pass clear criminal and vulnerable sector records checks.

 

Working Conditions

  • Fast-paced, high-demand shelter environment requiring flexibility for evening, weekend, and on-call work.
  • Physical requirements include occasional lifting, moving furniture, climbing stairs, and cleaning.
  • On-site presence with travel in the local community as needed for client support and external representation.
