We are recruiting a Housing Tenant Support Supervisor to join our growing non-profit organization, driven by feminist values.
Under the supervision of the Housing Programs Manager, the Housing Tenant Support Supervisor is responsible for ensuring best practices for persons served in the day-to-day administration of the program, including, direct tenant engagement and operational needs associated with our housing programs. This position is responsible for the supervision and performance management of the Housing Programs Janitor.
This position includes a focus on administrative tasks like ensuring the completion of monthly tenant invoicing for overdue rents, rent reviews, addressing tenant complaints, answering tenant questions, previewing applications for housing and arranging interviews to be done with the Housing Programs Manager. The Supervisor is responsible for working directly with the Maintenance Coordinator to ensure tenant maintenance requests are completed, and notices of services and communications are provided to tenants. Also contacting and completing filings as needed with the RTB and BC Housing.
Key Responsibilities
Supervision & Leadership
Participate and contribute as needed in Monthly Leadership Meetings and disseminate information back to their team.
Responsible for the selection and hire of Janitorial staff, and Practicum students by performing duties such as reviewing resumes, interviewing applicants, and completing reference checks with the support from Human Resources.
Orientates and trains new program staff and practicum students.
Assigns work, provides direction to program staff, and ensures assigned work tasks are completed properly and in compliance with policies, procedures, and agreements.
Ensures effective and appropriate staff coverage for housing schedules.
Monitors staff performance by providing feedback on performance and completing their performance evaluations.
Identifies and assigns training required for staff development in the program and coordinates training requirements with operational needs.
Oversees the human resource needs in their role, including participating in investigations, performance management, staff and practicum student discipline and termination as needed.
Ensures all environmental health and safety risks are reported to the appropriate personnel and site of program is safe for staff and persons served.
Assists the Housing Program Manager, and Maintenance Coordinator in identifying capital planning needs from the tenant perspective.
Provides input into program budget and makes decisions on resource allocations.
Carries the emergency after-hours phone on a rotational basis.
Performs other duties as required.
Administration
Suggests and drafts revisions and input into housing policies and ensuring that they meet all contractual obligations.
Ensures the program maintains best practices.
Responsible for tracking inquiries, referrals and completing initial screening and with the Housing Programs Manager, decisions for acceptance into Housing program. (In absence of the Housing Programs Manager, can make decisions on their own)
Ensures quality documentation of tenant and client records are completed in Sharevision and provides feedback and training to staff on case management requirements as needed.
Prepares and maintains accurate and up-to-date records and statistics as required in accordance with established standards, and funding agreements.
Responsible for Monthly reports, utilization statistics and tenant invoice records for arrears and applicable documentation finance records.
Completes the Quarterly and Annual Reporting for the program, along with semi-annual Outcome Measurement Reporting.
Files necessary documents with the Residential Tenancy Board (RTB) as needed.
Frequently ensures housing unit files are reviewed for content and quality records management. (ShareVision, and BC Housing Registry)
Ensures maintenance requests are properly received by maintenance coordinator.
Addresses complaints on behalf of the society and housing program, and if tenants appeal the Housing Tenant Support Supervisors decision, forwards appeals to the Housing Programs Manager for review.
Integrated Program Responsibilities
Works as a team member with the Housing team and is available for consultation on program issues, leading team meetings, and program planning.
During the screening process establishes eligibility and advises on intake.
Conducts rent reviews with a member of the housing team annually for each building site, ensuing all records are uploaded to applicable databases.
Maintains up to date housing tenant files on ShareVision.
Supports tenants in addressing their concerns and answering their questions.
Oversees the housing inquiries email and directs staff who also review housing applications on housing intake procedures.
Ensures to work closely with finance and maintenance on housing unit files and records management.
Coordinates and communicates with internal and external service providers, as needed.
Provides direction or delegates in transition planning for tenants requiring additional assistance and or direction started at screening and starts the transition plan.
Reviews program risk assessments with the staff and communicates any concerns back to health and safety.
Maintains sensitivity towards cultural, religious, economic and social beliefs, values and opinions of the tenants.
Carries the emergency after-hours phone on a rotational basis.
Performs other duties as required.
Knowledge, Skills, Abilities, and Requirements
A degree in a field related to social work, psychology, sociology or the equivalent combination of education and experience. Proof of education is required.
Minimum 1-year previous experience working in a supervisory role.
Minimum 1-year previous experience working with marginalized and vulnerable populations.
Previous experience in tenant relations, property management an asset.
Demonstrated knowledge of BC Tenancy legislation and community resources.
Excellent oral, written, and interpersonal communication skills
Conflict Resolution training, skills and experience.
Planning and organizational skills
Ability to work as a team member, while maintaining a high degree of self-reliance and independence
Maintaining sensitivity towards cultural, religious, economic & social beliefs, values & opinions
Proficiency in Microsoft Excel, Word, Outlook, and other Microsoft Office Programs
Ability to quickly learn and adapt to new technological tools and programs as necessary
Utmost care for the confidentiality of all Society, staff, and client information.
Accepts supervision and seeks continuous professional improvement.
A valid Driver’s License
Would be considered an asset to have the following training:
