ABOUT THE JOB: 


CMHA BC is seeking a Manager, Education & Training, to support the Director, Workplace Mental Health, Suicide Prevention and Life Promotion in leading and strengthening CMHA BC’s workplace mental health department. This role requires an experienced leader, with a deep understanding and passion for the community mental health and substance use sector, who is committed to making an impact. The Manager, Education & Training will ensure the success of CMHA BC’s Workplace Mental Health initiatives through establishing and upholding best practices. 

The Manager, Education & Training is responsible for leading the Workplace Mental Health team and works effectively with diverse stakeholders and partners including, but not limited to, provincial government bodies, municipalities, community agencies, Indigenous partners, and people with lived and living experience. Success in the role will require an appreciation of the importance of workplace psychological health and safety, comfort with ongoing learning, and the ability to solve problems in a relational and effective way.


DUTIES AND RESPONSIBILITIES: 


Under the supervision of the Director, Workplace Mental Health, Suicide Prevention and Life Promotion, the Manager, Education & Training is accountable to: 

Partnership Support and Knowledge Exchange


• Maintain strong relationships with funders and implementation partners to cultivate expansion and deepening of the reach of the Association’s workplace mental health portfolio. 
• Identify, build, and maintain strong and sustainable relationships with communities and relevant organizations in the public, non-profit and private sectors. 
• Collaborate meaningfully with CMHA branches in projects, priority-setting, and consensus-building. 
• Provide informed, forward-thinking, strategic input into the design, development of enhancement of mental health programs and services, aligned with current and emerging needs of the workplace mental health landscape.
• Play a critical role in linking this portfolio, and understanding the interconnectedness between workplace mental health and other mental health services in BC to address critical service gaps and needs.
• Other duties as assigned.

Program Oversight, Risk Management and Quality Assurance 


• Develop procedures, models, and comprehensive frameworks of delivery. 
• Ensure effective, efficient program delivery and ongoing attention to quality improvement. 
• Oversee the implementation and monitoring of the programs’ strategic plans, including progress on goals and objectives. 
• Accountable for providing leadership and direction for operational management, risk management and quality improvement across the portfolio
• Onboard, implement and evaluate new programs with direction and support of the Director.
• Set and continually manage project expectations with internal and external team members and service users. 
• Oversee and direct updates to existing departmental offerings. Monitor and lead the implementation of new program offerings under the direction of the Director. 
• Develop best practices for project execution and management to ensure consistent quality, responsiveness, and accountability. 
• Actively evaluate risks associated with program activities and take appropriate action and accountability to mitigate risks, including in areas such as privacy, safety, accuracy of clinical content, intellectual property, infrastructure, human-resources, and other operational concerns.
• Implement an evaluation and consultation plan annually that solicits and acts on input from service users, service providers and other stakeholders/partners around program enhancements.  
• Apply a program evaluation framework, with special attention to health equity and inclusion, to assess the outputs, outcomes and impacts of the programs. 
• Remain up to date with current best practices in workplace mental health. 
• Act on behalf of the Director when assigned to do so or when they are absent. 
• Other duties as assigned.

Financial Management & Fund Development


• Responsible for developing program budgets and forecasts. 
• Source new workshop partners and clients. 
• Source government, foundation, and fee-for-service funding for all workplace mental health programs in collaboration with the Director
• Support the Director and Workplace Mental Health staff team in preparing financial reports and compelling narrative reports for clients and funders.
• Provide strategic program recommendations to leadership on future workplace mental initiatives.
• Work directly with program staff to ensure that the programs operate within the approved budgets; work with Director to recommend remedial action when necessary.
• Other financial management and fund development duties as assigned. 

Human Resource Management 


• Provide overall leadership and direction for team members using effective management techniques (e.g., coaching, mentoring, skill and leadership development, decision making, coalition building and performance management to support the achievement of required outcomes. 
• Oversee all HR management functions for the team includes hiring and onboarding, performance management, employee engagement and conflict resolution.
• Administer human resources and collective agreement policies and procedures and ensure compliance with compliance policies and applicable laws
• Foster and encourage an environment which promotes a team approach to planning and development, service delivery and problem solving and that values psychological health and safety, equity and diversity. 
• Other human resources management duties as required. 

ABOUT YOU: 


Education & Experience 


• A post-secondary degree (graduate degree preferred) in a related field, such as public policy, public health, project/non-profit management, mental health and substance use, education or a similarly relevant discipline, or an equivalent combination of education, training, and experience.
• A minimum of 5-7 years of relevant experience managing programs, projects and staff while exhibiting strong, purposeful leadership qualities.
• Experience working in a frontline support role and/or experience developing or delivering adult education. 

Assets


• Knowledge of the provincial mental health and substance use sector. 
• Understanding of the principles of psychological health and safety in the workplace. 
• Lived experience related to mental health and/or substance use challenges. 
• Experience managing in a unionized work environment. 

Knowledge, Skills, and Abilities

 
• Demonstrated experience co-developing services with people with lived and living experience relevant to the service.
• Demonstrated experience working to provide services in a trauma-informed and culturally safe way.
• Experience with program evaluation using multiple approaches, including quantitative data, qualitative data, stories, and developmental evaluation. 
• Leadership (including change-management) experience in relation projects, ideally in a health, and/or nonprofit context.
• Experience with engagement and partnership-based projects. 
• Experience supervising staff - including peers (those with lived experience of mental health and substance use challenges) - using collaboration and relationship-based approaches.
• Experience supervising a remote workforce.
• Experience and comfort prioritizing multiple forms of knowledge and expertise.
• Experience working to provide services in a trauma-informed, culturally safe and anti- oppressive way.
• Ability to work collaboratively and effectively with multiple communities, partners and stakeholders while balancing assertiveness and diplomacy.
• Strategic and conceptual thinking, including the ability to adapt.
• Excellent interpersonal, written, and verbal communication skills.
• Experience leading education and training efforts.
• Financial management skills.
• Collaborative leadership skills applicable to supervising staff and/or volunteers and establishing policy in a unionized environment.
• Ability to work with humility and create a culture of ongoing learning.
• Ability to manage conflict and navigate difficult conversations professionally. 
• Ability and confidence to work in a self-directed manner and lead a large-scale provincial initiative.
• Excellent interpersonal, written and verbal communication skills and ability to foster constructive relationships at all levels. 
• Excellent project management, time management, and organizational skills, including attention to detail and ability to work remotely, meet deadlines and solve problems creatively.
• Knowledge of reconciliation, decolonization, and equity principles as they relate to health. 
• Knowledge of harm reduction approaches to address substance use issues. 
• Capacity to juggle multiple demands with varying deadlines. 
• Knowledge and agility to select and use Office 365 tools and cloud-based management software tools.
• Demonstrated ability to act with diplomacy and integrity and to appropriately manage highly confidential and sensitive information.
• Successful completion of background screening checks including a criminal record check and education verification.

WORKING CONDITIONS: 


• This is a term (1-year) position. There is the possibility of contract extension beyond the initial 1-year term.
• This position will be full-time, 37.5 hours per week, primarily during regular office business hours. 
• The position can be based out of the Vancouver or Victoria office and offers the potential for a hybrid working arrangement. 
• The position requires occasional flexibility to travel. 
• Salary Range: $76,000 - $110,000 annually
   Typical Hiring Range: $80,000 - $90,000 annually 
• In determining salary, CMHA BC considers many factors including the successful candidate’s skillset and experience as well as internal equity. The final salary offer will be at CMHA BC’s sole discretion and presented as part of a competitive total compensation package.
• Performance will be reviewed annually by the Director, Workplace Mental Health, Suicide Prevention and Life Promotion.
