Anti‑Racism and Equity, Diversity & Inclusion (EDI) Policy Revision and Implementation Support

1. About REACH Community Health Centre

REACH Community Health Centre (REACH) is a community‑governed, non‑profit Community Health Centre located on the unceded territories of the xʷməθkʷəy̓əm (Musqueam), Sḵwx̱wú7mesh (Squamish), and səlilwətaɬ (Tsleil‑Waututh) Nations. For over 55 years, REACH has provided low‑barrier, team‑based primary care and community services to people living in East Vancouver and beyond.

REACH delivers integrated medical, dental, pharmacy, urgent care, sexual health, settlement, and community‑based programs with a strong focus on equity‑oriented, culturally safe, and trauma‑informed care. Our clients include Indigenous Peoples, newcomers and refugees, people experiencing poverty or housing insecurity, 2SLGBTQIA+ communities, seniors, youth, and others who face systemic barriers to accessing health and social services.

Equity, anti‑racism, and reconciliation are core to REACH’s mission, values, and strategic priorities. This RFP reflects our commitment to strengthening these principles in a way that is practical, accountable, and embedded across the organization.

 

2. Background and Context

REACH has an existing [draft] Anti‑Racism and Equity, Diversity, and Inclusion (EDI) Policy, last updated in March 2025. The policy articulates strong commitments related to anti‑racism, reconciliation, culturally safe care, equitable hiring, workplace culture, and accountability.

While the policy provides an important foundation, REACH is seeking external expertise to:

  • Strengthen and refine the policy so it is clearer, more operational, and aligned with best practices in equity‑oriented health care and non‑profit governance; and
  • Develop a realistic, phased implementation plan that translates commitments into action, with clear roles, timelines, and accountability mechanisms.

We are particularly interested in support that is:

  • Grounded in anti‑racist, decolonizing, and trauma‑informed practice;
  • Practical and proportional to organizational capacity; and
  • Attentive to the realities of an interdisciplinary health and social services environment.

 

3. Purpose of the RFP

The purpose of this RFP is to engage a consultant or consulting team to work collaboratively with REACH to:

  1. Revise and strengthen the existing Anti‑Racism and EDI Policy; and
  2. Develop an implementation roadmap that supports meaningful, sustainable organizational change.

 

4. Scope of Work

Proponents should propose an approach that includes, at minimum, the following components.

4.1 Policy Review and Revision

The consultant will:

  • Review REACH’s current Anti‑Racism and EDI Policy;
  • Identify gaps, redundancies, or areas requiring greater clarity or specificity;
  • Ensure alignment with relevant legislation, human rights frameworks, and sector best practices;
  • Strengthen language related to accountability, governance oversight, leadership roles, and staff responsibilities; and
  • Revise the policy in collaboration with REACH leadership, incorporating feedback through at least one revision cycle.

4.2 Implementation Planning

The consultant will develop a practical implementation plan that may include:

  • Clear short‑, medium‑, and longer‑term actions;
  • Defined roles for leadership, managers, staff, and the Board;
  • Recommendations for governance and accountability structures (e.g., committees, reporting mechanisms);
  • Training and learning priorities (what, for whom, and when);
  • Change management considerations; and
  • Suggested indicators or measures to monitor progress.

4.3 Optional / Value‑Add Elements (Proponents may suggest)

Proponents are welcome to recommend additional components within the budget, such as:

  • A high‑level theory of change or logic model for anti‑racism and EDI work at REACH;
  • Facilitation of one staff or leadership session to support shared understanding;
  • Development of a simple internal communications or rollout approach; or
  • Tools or templates to support accountability and reporting.

 

5. Deliverables

Expected deliverables include:

  1. A revised Anti‑Racism and EDI Policy, ready for leadership and Board approval;
  2. A written implementation plan / roadmap;
  3. Any additional agreed‑upon tools or materials; and
  4. A brief summary memo highlighting key recommendations and considerations for leadership.

All deliverables should be provided in accessible, editable formats (e.g., Word).

 

6. Timeline

Proponents should propose a timeline that reflects the scope and budget. REACH anticipates:

  • Project duration of approximately [8–12] weeks; and
  • Regular check‑ins with a designated REACH lead.

 

7. Budget

The total available budget for this work is up to $14,000 CAD, inclusive of all fees, expenses, and taxes.

Proposals must include:

  • A clear fee structure;
  • Estimated hours or level of effort by phase; and
  • Any assumptions related to scope or exclusions.

 

8. Consultant Qualifications

REACH is seeking proponents with demonstrated experience in:

  • Anti‑racism, equity, and decolonizing practice;
  • Policy development within health care, community health centres, or non‑profit organizations;
  • Supporting organizations to move from policy to implementation; and
  • Facilitating equity‑focused work in complex, interdisciplinary environments.

Lived experience, Indigenous or racialized leadership, and experience working with community‑governed organizations are strong assets.

 

9. Proposal Submission Requirements

Proposals should include:

  1. A brief overview of the consultant or team;
  2. Relevant experience and examples of similar work;
  3. Proposed approach and methodology;
  4. Workplan and timeline;
  5. Budget and fee structure; and
  6. References (optional but encouraged).

 

10. Evaluation Criteria

Proposals will be assessed based on:

  • Alignment with REACH values and context;
  • Demonstrated expertise and experience;
  • Clarity and feasibility of the proposed approach;
  • Value for money within the stated budget; and
  • Strength of proposed deliverables.
