About the Opportunity:

CLBC is establishing a centrally coordinated eligibility model to strengthen fairness, consistency, transparency, and accountability in eligibility determinations across the province. Ten experienced Eligibility Facilitators will support this future state model. These roles are critical to ensure that eligibility decisions are made using consistent practices, sound professional judgment, and a person-first, accessible approach, while meeting legislative and policy requirements. Eligibility Facilitators play a key role in reducing barriers for individuals and families, supporting equitable access to services, and contributing to a standardized provincial approach to eligibility decision-making.

Facilitators will be located locally to ensure local relationships with families, CLBC staff, schools, psychologists, MCFD, etc., will be maintained and improved.

Purpose of the role:

The Eligibility Facilitator is responsible for assessing and determining eligibility for CLBC services in accordance with organizational policies, legislative requirements, and principles of administrative fairness. This role applies consistent, evidence-based decision-making practices while providing personalized support to individuals and families to enhance understanding, reduce barriers, and ensure eligibility processes are timely, transparent, and equitable. The Eligibility Facilitator operates as part of CLBC's centrally coordinated eligibility function, contributing to improved consistency, quality, and service experience across regions.

Key Responsibilities:

  • Reviewing and analyzing applications, assessments, diagnostic reports, and supporting documentation to assess eligibility against established criteria.
  • Engaging with individuals, families, caregivers, and relevant professionals (e.g., clinicians, educators) to provide, gather or clarify information required to support eligibility decisions.
  • Preparing clear, comprehensive written eligibility determinations that document findings, rationale, and decision outcomes.
  • Supporting individuals and families to obtain appropriate documentation or assessments required for eligibility, including collaboration with external partners such as psychologists, schools, and therapists.
  • Engaging respectfully with diverse populations, including equity-seeking, marginalized, rural, and remote communities, to ensure eligibility processes are inclusive and responsive.
  • Contribute to continuous improvement by identifying systemic issues, barriers, or practice gaps within eligibility processes.
  • Applying CLBC eligibility policies, procedures, and guidelines consistently to ensure fair, transparent, and defensible decision-making.

Required Qualifications

  • Minimum of 2 years of direct experience in eligibility assessment or a comparable role.
  • A diploma or bachelor's degree in Social Work, Social Services, Psychology, Human Services, Public Administration, or a related field
  • The following is an asset:
    • Direct experience in eligibility determination, needs assessments, or case management in a human services, social work, or healthcare setting
    • Direct experience interpreting diagnostic reports, legislative frameworks, and organizational policies related to service eligibility
    • Direct experience working with individuals from equity-seeking groups, including diverse cultural, demographic, and socio-economic backgrounds, as well as individuals from remote communities
    • Experience in a public sector organization

Additional Info

  • Possession of a valid class 5 driver's license and a clean Driver's Abstract is required
